On March 1, the monitoring delegation of the National Assembly Delegation of Thanh Hoa province led by comrade Mai Van Hai, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of the province, conducted a thematic monitoring program on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period of 2018-2023 at the Department of Culture, Sports and Tourism, Department of Agriculture and Rural Development.

Implementing Resolution No. 19-NQ/TW of the 12th Party Central Committee, the leaders of the Department of Culture, Sports and Tourism and the Department of Agriculture and Rural Development have seriously directed each department, division and unit, creating a clear change in the awareness and actions of leaders, civil servants, public employees and workers. The organizational structure of the units has been gradually streamlined and the number of focal points has been reduced; functions and tasks have been reviewed and adjusted to ensure rationality, overcoming the situation of duplication and overlap of functions, tasks and management areas.

The operational efficiency of the units has been improved, gradually implementing financial autonomy, in accordance with the practical situation of the unit and locality. The management and use of the number of employees of the units have been implemented in accordance with regulations; the autonomy and self-responsibility for staffing have been gradually paid attention to, meeting the requirements for performing tasks in all fields.

At the Department of Culture, Sports and Tourism, up to now, 7 public service units have been reduced; 44 public service positions have been streamlined compared to 2015. However, the staffing quota and number of employees in most public service units under the Department are assigned low, some units have not met the minimum standards. The staffing reduction has not been linked to the restructuring of cadres and civil servants. Many public service units are not ready to implement the autonomous mechanism as prescribed...

At the Department of Agriculture and Rural Development, up to now, 9 public service units have been reduced; 91 civil servant positions have been streamlined compared to 2015. However, revenue from fees and revenue from public service provision activities of some public service units is unstable, affecting the ability to increase the level of autonomy to move towards self-insurance of all regular expenditures. The conversion of economic and other public service units that are qualified to become joint stock companies has not been implemented due to unstable revenue sources and the lack of self-insurance of investment expenditures...
