The provincial National Assembly delegation worked with the provincial Social Insurance and electricity sector units.

Today, October 15, the National Assembly Delegation of Quang Tri province, including the following delegates: Deputy Head of the National Assembly Delegation of Quang Tri province Hoang Duc Thang; Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong, Member of the Finance and Budget Committee of the National Assembly, had working sessions with the Provincial Social Insurance (SSI) and electricity units in the province.

According to the report of the provincial Social Insurance, in the first 9 months of 2024, the whole province had 749,082 people participating in social insurance, health insurance, and unemployment insurance (UI), of which the number of people participating in social insurance was 72,857 people, and the number of people participating in health insurance was 627,685 people.

The Social Insurance sector has resolved and paid social insurance, unemployment insurance, and health insurance policies and regimes fully and promptly to each participant and beneficiary. Strictly controlled the settlement of social insurance and unemployment insurance benefits, promptly prevented abuse causing loss of social insurance funds, and protected the legitimate rights of employees.

Continue to promote non-cash payments, implement solutions to increase the rate of pension payments, social insurance and unemployment insurance benefits via personal accounts. Closely coordinate with all levels and sectors to advise local Party committees and authorities to issue many documents directing the strengthening of solutions to effectively organize the implementation of social insurance and health insurance policies and laws in the area. Thanks to that, the coverage indicators of social insurance, unemployment insurance and health insurance have basically increased compared to the same period.

In addition to the achieved results, the provincial Social Insurance also pointed out difficulties and problems such as: the rate of social insurance and health insurance coverage tends to grow slowly, the number of people participating in voluntary social insurance who stop participating tends to increase.

Part of the reason is due to changes in some policies on social insurance, health insurance, unemployment insurance, the level of support from the state budget for voluntary social insurance participants, health insurance for households working in agriculture, forestry, fishery, salt production is still low compared to the people's ability to contribute, many cases only participate in health insurance when sick, have an accident...

The involvement of local authorities in expanding social insurance coverage is still limited and not really drastic. The propaganda and dissemination of social insurance policies and laws have been strengthened and innovated, but it still takes time to change the awareness of a part of the workers, especially in remote areas. The voluntary social insurance regime has not really attracted participants. Many production and business enterprises have encountered difficulties, leading to procrastination and evasion of responsibility for paying social insurance, health insurance, etc.

In the coming time, the Social Insurance aims to increase the number of people participating in social insurance to 22.8%, participating in unemployment insurance to 14.5%, and participating in health insurance to cover 96% of the population or more. Strive to achieve and exceed the assigned social insurance, unemployment insurance, and health insurance revenue, reduce the rate of late payment of social insurance, unemployment insurance, and health insurance to ensure it is lower than the national average.

Giving opinions at the meeting, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the Provincial Social Insurance to continue to strengthen inspection, examination, and good management of the Social Insurance Fund. Continue to strengthen propaganda for people and businesses to create consensus and correct awareness of the role, meaning, and importance of social insurance, unemployment insurance, and health insurance policies.

Concluding the working session, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang suggested that in the coming time, in addition to the solutions proposed by the Social Insurance sector to strive to develop social insurance, unemployment insurance, and health insurance participants to achieve the plan assigned by the Vietnam Social Insurance, it is necessary to study and report to the Vietnam Social Insurance on reviewing the calculation of the number of local workers to ensure that the calculation of the coverage rate of social insurance participants is appropriate and close to reality. For the number of people who have paid social insurance, there should be solutions to control and minimize the withdrawal of social insurance at one time.

Resolutely implement solutions to manage and control the health insurance medical examination and treatment expenditure estimates, ensuring implementation within the 2024 budget assigned by the Prime Minister. Use social insurance, unemployment insurance, and health insurance management costs in accordance with regulations, effectively, and thoroughly save money associated with the development results of social insurance, unemployment insurance, and health insurance participants.

Continue to strengthen administrative reform, especially administrative procedure reform, expand and diversify forms of providing online public services at level 4 of the industry. Promote digital transformation and application of information technology in all fields to best serve the interests of organizations, businesses and people.

According to the report of Quang Tri Electricity Company, in the first 9 months of 2023, the company's total commercial electricity reached 678.14 million kWh, an increase of 11% over the same period in 2023, reaching 79.15% of the annual plan (857 million kWh). In business and customer service, the unit received and provided 4,910 electricity services to customers; 100% of electricity services were received online and reached level 4; the rate of electronicization of the entire electricity service provision process reached 100%; the rate of customers transacting via the online environment reached 100%.

To date, the unit has completed the conversion of 100% of electricity purchase and sale contracts to electronic contracts. In 2024, the company invested more than 167 billion VND to build and repair 97 power grid projects to prevent overload and provide electricity for daily life and production. Since the beginning of the year, the company has received 3 opinions on the electricity sector. Immediately after receiving opinions from the people, the company coordinated with villages and communes to survey, work specifically and resolve the recommendations, and at the same time reported the results to the Provincial National Assembly Delegation.

For Quang Tri Hydropower Company, the electricity production unit is 204.0 million kWh, reaching 77% of the annual plan; electricity production revenue by September 2023 is 195 billion VND; regarding water regulation from irrigation-hydropower works for agricultural production is 195.24 million ^m3 of water, exceeding 25% of the demand for additional water for agriculture as committed, well meeting the demand for irrigation water for agriculture, contributing to increasing productivity for agriculture in the downstream area.

Regarding the operation of Quang Tri Power Transmission Company, the company regularly ensures security and safety in the management and operation of the 220 kV and 500 kV transmission grid with a total length of 443.025 km, 2 220 kV transformer stations Dong Ha and Lao Bao. The company's electricity output is 201.950 million kWh, reaching over 98% of the annual plan, with power loss of 0.61%.

At the meeting, leaders of the electricity sector pointed out difficulties and problems and proposed some opinions on the draft Electricity Law (amended) with specific contents on electricity trading, investment in electricity development and electrical safety; some problems in localities regarding the management, operation and investment in construction of power sources and grids in Quang Tri province...

Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang requested that electricity units proactively inspect, review, and develop plans for natural disaster prevention and search and rescue to ensure safety in the operation and management of the power grid.

Regarding the recommendations of the units, the Provincial Delegation of National Assembly Deputies recorded, synthesized and transferred to relevant units, departments, branches and localities to create conditions and coordinate to effectively implement the management, operation and construction of the power grid in the province.
