Continuing the program of the 6th Session of the 15th National Assembly, on the morning of October 24, the National Assembly held group discussions on many important contents. The groups discussed the following contents: assessment of the results of the implementation of the socio-economic development plan and state budget in 2023, the planned plan for 2024; mid-term assessment of the implementation of the socio-economic development plan for 2021-2025; economic restructuring for the 2021-2025 period; medium-term public investment for the 2021-2025 period; national finance and borrowing and repayment of 5-year public debt for the 2021-2025 period; results of the implementation of fiscal and monetary policies to support the Socio-economic Recovery and Development Program; results of piloting a number of specific mechanisms and policies for the development of Da Nang city; results of reviewing the system of legal documents according to the provisions of Resolution 101/2023/QH15 on the 5th session of the 15th National Assembly. Efforts to direct and manage socio-economic development
Discussing in groups, the National Assembly deputies basically agreed on the content of the Economic Committee's review of the mid-term assessment of the implementation results of the 5-year socio-economic development plan for 2021-2025, the socio-economic development plan for 2023, and the state budget for 2023. Although the economy is facing many challenges and difficulties, the Government and ministries, branches, and localities have made efforts to achieve remarkable results.

Specifically: GDP growth rate in 2021 reached 2.56%, in 2022 reached 8.02%, in 2023 is expected to reach 5%; economic structure continues to shift in the right direction; inflation is controlled; budget revenue structure continues to be consolidated; public debt safety indicators are within limits; public investment disbursement is promoted; monetary policy, fiscal policy and macroeconomic policies are flexibly managed; investment and business environment changes positively; competitiveness is improved.
Attracting foreign investment has achieved good results. Important national infrastructure projects have been accelerated. Nationwide, 1,729 km of expressways have been put into use, especially the North-South expressway. Institutional improvement, construction quality improvement and law enforcement have been promoted. Social security policies have been effectively implemented. Focus has been placed on sustainable cultural development. National defense and security have been maintained, and foreign affairs have achieved outstanding results.
Delegates also frankly pointed out the limitations such as: economic structure has not changed much; some areas have limited productivity, quality, efficiency and competitiveness, labor productivity is not high; industrial production continues to face many difficulties; state budget collection is not sustainable; public investment disbursement has not met the set plan; planning work has not met the goals and requirements; business operations still face many difficulties.
Delegates said that the construction and completion of institutions have not kept up with the development trend, and the debt of documents detailing laws and ordinances has not been resolved. Institutions have not been timely completed for new issues and new business models, including digital economy, circular economy, and green growth. The results of implementing some policies of the Socio-Economic Recovery and Development Program have not met requirements; the construction of new rural areas has not been uniform and sustainable; poverty reduction has not achieved the goal of multidimensional, inclusive, and sustainable poverty reduction.
Quickly and effectively deploy mechanisms and policies for socio-economic development
Full-time member of the National Assembly's Economic Committee, National Assembly Delegate of Ha Tinh province Bui Thi Quynh Tho participated in the discussion.
Delegates suggested focusing on overcoming economic and social shortcomings and obstacles in conjunction with the orientation of renewing the growth model, restructuring the economy, improving labor productivity, competitiveness, and improving the investment and business environment.
Proactively analyze and forecast international market developments to develop appropriate response scenarios. Accelerate the process of institutional improvement, remove barriers; quickly and effectively implement mechanisms and policies after they are issued. Promote disbursement of public investment capital, accelerate the preparation of the North-South high-speed railway project, develop energy infrastructure, and digital infrastructure.
Delegates proposed to effectively implement and complete the restructuring of four key areas including restructuring of public investment, state budget, credit institutions and public service units. Support enterprises negatively affected by the decline in exports and investment; effectively implement solutions to stimulate domestic trade and tourism. Develop high-quality human resources, reorganize universities, focus on career orientation. Promote scientific research activities, application of science and technology.
Delegates proposed to focus on comprehensive and synchronous development of the cultural sector; urgently submit to the National Assembly for consideration and approval the national target program on cultural revival and development, building Vietnamese people. Build a healthy cultural lifestyle; prevent moral and lifestyle degradation and pay more attention to preventing and combating domestic violence and social evils. Promote administrative procedure reform; push back the fear of making mistakes, fear of responsibility, avoidance and shirking of responsibility of a number of cadres, civil servants and public employees. Strengthen direction and administration, promote initiative, creativity and enhance the responsibility of leaders.
New rural construction needs to ensure cultural depth
Speaking at the group, delegates from Ha Tinh delegation requested the Government to soon submit a plan for the Thach Khe iron ore mining project in the direction of stopping mining, because currently, the project greatly affects the lives of people in the project area.
Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh Province Hoang Trung Dung - Head of Discussion Group 16 assessed: The Government has had flexible management in the context of the world and regional situation facing many difficulties, proactively and resolutely proposed feasible solutions, suitable to the context of the situation at each specific stage, thereby helping the economy gradually overcome challenges, maintain the momentum of recovery and development, maintain macroeconomic stability, and ensure major balances.

The Head of the National Assembly Delegation of Ha Tinh province also expressed concerns about: administrative reform has not met requirements; a large number of officials are not really dedicated; the national target program on new rural construction has not really focused on building culture and cultural depth; cultural standards and customs have not been well protected, there are still deviations in social ethics; education on ethics, lifestyle, life skills for children and students and prevention of violence and child abuse have not been effective; education at all levels has no clear roadmap; socialization in education has no specific solutions; local universities are having difficulties operating.
“Culture is the spiritual foundation” but there have not been strong enough solutions proposed to develop and revive; exploiting the values of intangible cultural products honored by UNESCO, the work Truyen Kieu by the great poet Nguyen Du has not received due attention.
Head of the Ha Tinh National Assembly Delegation Hoang Trung Dung, Head of the Discussion Group, proposed that it is necessary to pay attention to social security work, correctly assess the situation at the grassroots level; build social housing to solve the housing needs of cadres, civil servants, public employees, and workers; and change the method of recruiting civil servants and public employees in a more substantial way.
The Ministry of Home Affairs needs to advise on adjusting Decree 140/2017/ND-CP in line with reality to increase attraction and create a source of cadres from excellent graduates and young scientists for localities; the allocation of state budget revenue and expenditure in 2024 needs to share difficulties and supplement the balance for localities; focus on training, fostering, and selecting a team of dedicated, responsible cadres with aspirations to contribute; implement tasks to ensure substance, not for the sake of achievements; regularly review and propose amendments to administrative procedures in the direction of simplification, shortening the processing time related to investment activities, creating an open, transparent and stable investment environment. Continue to strengthen national defense potential, protect the Fatherland.
Regarding the population and family planning policy, the Head of the National Assembly Delegation of Ha Tinh province proposed that the Central Government re-evaluate and overcome the aging population, the situation of gender selection at birth, and improve the quality of the population.
