The National Assembly Delegation of Yen Bai province discussed the Draft Law on Government Organization and the Law on Local Government Organization.

Yen Bai - On February 13, continuing the program of the 9th extraordinary session of the 15th National Assembly, the National Assembly discussed in groups the Draft Law on Government Organization (amended), the Draft Law on Local Government Organization (amended); the Draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.

The Yen Bai Provincial National Assembly Delegation had 2 delegates participating in the discussion on the Draft Law on Government Organization (amended) and the Draft Law on Local Government Organization (amended).

From the perspective of the drafting agency, National Assembly Delegate of Yen Bai province Pham Thi Thanh Tra - Member of the Party Central Committee, Deputy Head of the Central Organization Committee, Minister of Home Affairs said: These two draft laws were developed in an urgent context, aiming to meet the requirements of reforming the state apparatus, demonstrating an innovative mindset in legislation to ensure the requirements of the administrative system operating smoothly, continuously, effectively, and efficiently, and at the same time meeting the requirements for current administrative reform, especially in the revolution that our country is aiming for to enter a new era, building a socialist rule-of-law state of the people, by the people and for the people.

Delegate Pham Thi Thanh Tra affirmed that the two draft laws have many new points, but the biggest new point is the thinking in building the draft law, completely in accordance with the direction of the Politburo, the General Secretary and the Chairman of the National Assembly. The law only stipulates issues of general principles, basic issues to create conditions to ensure the stability and sustainable vitality of the draft law. At the same time, it ensures the practical operation of the state administrative system. These are two fundamental laws of the state administrative system. If the draft goes into very specific issues, does not provide general principles, then later there will be no basis for all specialized laws to implement...

Discussing in the group, delegate Nguyen Quoc Luan - Deputy Head of the National Assembly Delegation of Yen Bai province gave his opinion on the Law on Organization of Local Government. Accordingly, in Article 27, the review report is proposing to continue to inherit the regulation method as in the current law on the number of People's Council delegates, the number of People's Council Vice Chairmen, the number of People's Council Committees instead of assigning the National Assembly Standing Committee to regulate as in Article 27 of this law. However, the delegate agreed that the Standing Committee should be assigned to have regulations to create consistency and flexibility. Because, in the context of implementing the drastic and synchronous streamlining of the organizational apparatus, if the regulations are rigid, it will be very difficult in the implementation process. Thus, flexibility and timeliness will not be created.

Delegate Nguyen Quoc Luan - Deputy Head of the National Assembly Delegation of Yen Bai province participated in the discussion at the group on the Law on organization of local government.

Delegate Nguyen Quoc Luan also commented on Article 35 regarding the cessation of duties as a delegate, temporary suspension, dismissal and loss of rights as a People's Council delegate, Clause 2 stipulates that the Chairman of the People's Council decides to temporarily suspend the work of the Vice Chairman of the People's Council, Head of the Committee, and Deputy Head of the People's Council Committee. The delegate suggested that this authority should be stipulated for the Standing Committee of the People's Council...
