Adjustments to “early admission” are necessary
At the seminar on the draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education organized by the Ministry of Education and Training, Deputy Minister Hoang Minh Son said that one of the points amended and supplemented in the draft Regulations is that the early admission quota is set by the training institution but does not exceed 20% of the quota for each major and group of majors. The Deputy Minister said that it is necessary to recognize and adjust "early admission" to ensure fairness for all candidates.
Furthermore, the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each training program, industry, and group of industries. Emphasizing that this is only the measuring stick, the Deputy Minister said that it is necessary to convert to this common measuring stick. Of course, converting is not easy, but it still needs to be discussed.
Affirming that university and college admissions have a great impact on the learning process in general education, the Deputy Minister said that having stricter regulations that if using transcripts for admission, it is necessary to have the learning results of the entire 12th grade is also aimed at ensuring fairness for candidates. If only considering 5 semesters at high school level and ignoring the second semester of 12th grade, many students will be subjective and not focus on studying well in all subjects. This will be very difficult for them when entering university later.
“In addition, we need to measure the candidates’ capacity and learning ability to be appropriate and meet the requirements of each industry/training program. We need to determine the viewpoint of how to simplify the enrollment process, making it most convenient for schools but not violating the general principles of education, which are fairness, equality, and quality,” the Deputy Minister stated.

As the unit with the highest number of candidates registering for admission and confirming admission to universities and colleges in the country with an increasing admission rate in the past 3 years, Ms. Vuong Huong Giang, Deputy Director of the Hanoi Department of Education and Training, agrees with the regulations on early admission quotas of universities and the regulation that the admission score for early admission is not lower than the admission score of the admission round according to the general plan, the regulation that the consideration of transcripts must use the results of the entire 12th grade year of the candidates...
According to Ms. Vuong Huong Giang, in recent years, when implementing support for candidates to participate in early admission, some problems have been found, such as with the desire to be admitted to universities and colleges with early admission quotas, candidates have made many applications to many training institutions, leading to high schools spending a lot of time and effort to copy and print transcripts and confirm applications for candidates while this is the peak time of the High School Graduation Exam.
In some other cases, after the admission results are available, candidates do not have the mentality to continue studying, because they only need to graduate from high school, affecting the quality of the exam and the psychology of studying of other candidates. Therefore, Ms. Vuong Huong Giang believes that the regulation of early admission quotas and the regulation of admission scores ensures fairness among candidates in the admission rounds and reduces the above-mentioned problems.

Dr. Le Truong Tung, Chairman of the Board of Directors of FPT University, said that for early admission, schools need to clearly stipulate that early admission announcements can only be made after the high school graduation exam to ensure that the learning process is not disrupted and that the high school exam results are not affected.
Regarding early admission, according to Associate Professor, Dr. Nguyen Dao Tung, Director of the Academy of Finance, when all schools conduct early admission, it will make high schools work hard, the volume of confirmation is high, students do not care about the second semester of grade 12. Some schools only consider the academic results of students in grades 10, 11 and the first semester of grade 12, so students after Tet do not focus on studying in the second semester.
Therefore, Mr. Nguyen Dao Tung said that if admission is based on high school transcripts, there must be 6 semesters, so that candidates can focus on studying seriously until the end of the school year. At the same time, there needs to be a monitoring mechanism for units to strictly implement regulations; strengthen sanctions on inspection and post-inspection work so that admissions can be carried out in an orderly and effective manner. He also suggested that it is necessary to boldly eliminate the form of early admission, because the 20% for early admission does not have much meaning. At the same time, the first round of admission should be pushed forward so that schools can continue to enroll students with real wishes in the second round.
Sharing the same view, Dr. Vo Thanh Hai, Vice Principal of Duy Tan University, said that students being negligent and not focusing on studying at the end of grade 12, or students only focusing on studying subjects for high school exams will also affect the quality, causing an imbalance in the process of their university studies later. Dr. Vo Thanh Hai also agreed with the need to abolish early admission and tighten regulations to make the admission process more fair and effective.
Associate Professor, Dr. Nguyen Duc Son, Principal of Hanoi National University of Education, said that considering high school transcripts using the learning results of the entire 12th grade year will ensure a comprehensive assessment of students' knowledge at the high school level, avoiding the phenomenon of lopsided learning or skipping some subjects in the second semester of 12th grade.
Associate Professor, Dr. Le Thanh Bac, Vice President of Danang University, shared that the education sector and especially the enrollment work always have great social pressure. We identify that input is important, but the whole training process in universities is more important, wasting human resources is much more dangerous than material. Therefore, changes by the Ministry of Education and Training to better suit the new situation are necessary and need to be done immediately, because the quality of training is valuable, this is to demonstrate the responsibility of schools to society.
In addition to the above opinions, the delegates also made some recommendations to schools that organize the Competency Assessment Test, that they should soon put the test scores on the common system to facilitate all schools in the admission process; the amendment of the regulations also needs to look at technical and infrastructure factors to avoid difficulties for the system...
