Adjusting capital sources does not increase capital

Receiving, explaining and clarifying a number of issues raised by National Assembly deputies at the discussion in the hall on the morning of June 17, regarding the adjustment of the investment policy of the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, Minister and Chairman of the Ethnic Committee Hau A Lenh affirmed that the adjustment of the Program's capital source is to suit the practical situation during the implementation process.

Specifically, Resolution 120 stipulates that capital belongs to medium-term public investment, but in reality, every year, the Government has developed a capital allocation plan, including both public investment capital and regular expenditure capital. The National Target Program also integrates many policies from the previous period, including investment capital and regular expenditure capital, and the current implementation has no problems.

However, if compared with legal regulations, to ensure consistency between the National Assembly's investment policy, the annual capital allocation decision, and the Government's capital allocation decision, the Government proposes that the National Assembly allow adjustment of the content of Resolution 120 to ensure consistency between legal documents.

Regarding the scope and subjects of adjustment of the Program, there are 4 contents and 4 groups of subjects to be adjusted. The Minister and Chairman of the Ethnic Committee said that he will advise the Government, together with the Ministries and branches, to specifically review localities and each list of projects to ensure compliance with the criteria, objectives, scope and subjects of the Program, ensuring effective use of capital.

At the same time, according to the decision approving the investment policy and the decision approving the Program for the period 2021 - 2025, Project 6 still focuses on allocating resources for the cultural sector to preside over and coordinate with localities to implement this content, so there is currently no adjustment. The Committee fully agrees with the policy proposed by the National Assembly, it is necessary to review to ensure that there is no overlap between the two Programs in terms of subjects, content and funding sources.

“The capital to implement the Program of more than 4,000 billion VND (no increase) has been allocated in the total capital and the National Assembly has approved it. Including 50,000 billion VND for public investment capital and 54,000 billion VND for regular expenditure capital of the Program for the period 2021-2025. These contents have been allocated to localities to select the categories”, the Minister and Chairman of the Ethnic Committee clarified and said that the current problem is that the categories that localities have chosen are very eager to invest, but because they are not located in ethnic minority areas, especially difficult areas or in villages, it is proposed to adjust the area to organize implementation.

Regarding the progress of the Program implementation in the context of more than 1 year left, the Minister said that the list of selected projects mainly includes renovation, upgrading, repair and procurement of equipment on a small scale and in a short time that can be carried out immediately. After the National Assembly agrees to adjust this content, localities will select and organize the implementation. Therefore, localities are committed to ensuring completion by 2025.

Regarding the form of the Resolution, the Minister and Chairman of the Ethnic Committee said that because the content is not large, it will be included in the Government's submission and with the agreement of many National Assembly deputies, in the National Assembly's general Resolution, right at this 7th session.

Regarding other groups of opinions directly related to the content of organization and management, as well as the implementation of the National Target Program, according to the Minister and Chairman of the Ethnic Committee, the Government is currently directing the presiding agency to coordinate with ministries, branches and localities to complete the adjustment of Decision 1719 on adjusting the investment decision of the Prime Minister. Immediately after the National Assembly has this Resolution, the Government will update to complete Decision 1719 in July 2024.

Another issue that delegates are concerned about is the need to have a summary assessment to gain experience in promoting decentralization so that localities can choose the list of local subjects and investment content to ensure that it is suitable for the practical situation. According to the Minister and Chairman of the Ethnic Committee, the Committee is currently coordinating with ministries and branches to hold a conference in 2024 to summarize and assess the situation in localities. "The Committee is consulting to develop a plan to organize 3 conferences in 3 regions. From now until the end of the year, it will complete the assessment from the beginning of the term to date in the implementation as well as forecast from now to 2025, and at the same time determine the program framework for the period 2026 - 2030.

Regarding the implementation of Resolution 111/2024/QH15 on a number of specific mechanisms and policies for implementing the National Target Programs, according to Minister Hau A Lenh, the Government is currently directing ministries, branches and localities to focus on implementation. “Resolution 111 sets out a principle, which is to only adjust the capital of projects that have completed their objectives to projects with the same capital source but have not and are lacking capital to implement. For projects that cannot be implemented with the same capital source, they will be adjusted to other projects, to ensure speeding up progress while still ensuring the objectives of the Program”, the Minister and Chairman of the Ethnic Minorities Committee clarified.
