PAPI Index 2024 Announcement: Quang Ninh leads the country

On April 15, in Hanoi, the United Nations Development Program (UNDP) in coordination with relevant units held a ceremony to announce the Provincial Governance and Public Administration Performance Index (PAPI) 2024. Quang Ninh province is the locality with the highest PAPI score nationwide.

The Provincial Governance and Public Administration Performance Index (PAPI) is a tool that reflects the people's voice on the level of effectiveness of state management, administration, policy implementation and public service provision of governments at all levels. This index is conducted repeatedly over many years, focusing on collecting people's opinions nationwide through the largest sociological survey in the country.

Quang Ninh province is the locality with the highest PAPI score nationwide in 2024.

At the PAPI 2024 announcement ceremony, Quang Ninh province was ranked in the group of provinces with the highest scores and ranked first nationwide with a total score of 47.82 points. Ranked 2nd and 3rd were Tay Ninh and Binh Thuan. The last group included the provinces of Can Tho, Kon Tum, Kien Giang...

According to the general analysis report, Quang Ninh province has 7/8 index axes in the highest group nationwide, of which the index axis of public service provision content reached 8.42 points, leading the country. The PAPI results are a real and objective reflection of the province's synchronous solutions that have been implemented in the past time to improve the operational efficiency of the government apparatus, meeting the satisfaction of the people. In particular, in 2024, Quang Ninh province was recognized by the people for its efforts in overcoming damage and restoring life and socio-economy after storm No. 3 YAGI.

2024 is the third year that Quang Ninh province leads the PAPI index rankings, previously in 2020 and 2022.

The 2024 PAPI Index is the result of a survey of 18,894 randomly selected Vietnamese citizens across all 63 provinces and cities nationwide. The analysis results from people's experiences and assessments expressed through the content axes of the PAPI Index will be an important information channel that not only reflects the thoughts and aspirations of the people at the grassroots level, but also serves as a basis for the government system at all levels and policy makers to promptly adjust and perfect policies and operating methods to suit practical requirements.
