On the morning of November 15, the firefighting and rescue plan drill at Nghi Son Refinery and Petrochemical Plant in 2024 officially took place. Attending the drill were members of the Provincial Party Standing Committee: Mai Xuan Liem, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for Fire Prevention, Rescue and Chemical Incident Prevention and Response of Thanh Hoa Province; Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Committee; Tran Phu Ha, Director of the Provincial Police Department.

Nghi Son Refinery and Petrochemical Complex (NSRP) is one of the largest foreign direct investment projects in Vietnam, with a total investment of more than 9 billion USD. After successful maintenance at the end of 2023, the plant has always operated at over 100% of its design capacity.

In the first 9 months of 2024 alone, NSRP produced more than 6.3 million tons of gasoline and oil, of which more than 6.1 million tons were sold in the domestic market and more than 145,000 tons of products were exported. The entire fire protection system and equipment in the factory operate according to automatic and semi-automatic mechanisms. The company has equipped 6 fire fighting vehicles and established a specialized fire fighting team with 136 members. The specialized force is well-trained, has skills in fire fighting, and regularly responds to chemical incidents and oil spills, and strictly maintains a 24/7 duty regime, avoiding being passive or surprised in any situation.

This is a drill with the participation of more than 180 officers, soldiers and nearly 30 fire fighting vehicles to handle large, complicated, prolonged fires that exceed the local handling capacity and will require support from the Fire Prevention and Rescue Police force of neighboring localities according to the coordination regulations in fire fighting and rescue of the localities.

The forces participating in the exercise practiced a hypothetical situation: During the inspection and maintenance of the safety valve on top of LPG tank number 154-TK-020, unfortunately, the crane had an accident causing the valve to fall from above, cracking the tank wall. The LPG gas leaking from the cracked location quickly vaporized and caught fire due to static electricity. Meanwhile, the water spray system to cool the tank was not working because it was being repaired. Due to the characteristics of LPG gas, the fire quickly broke out, emitting a large amount of radiant heat and toxic gas, directly affecting the tank next to LPG 154-TK-019 and the surrounding technological system, creating a very high risk of tank explosion.

At the same time, at the A95 gasoline export area, upon hearing the evacuation alarm, a tanker driver lost his composure and drove away without closing the tanker cap and crashed into another tanker waiting to load goods. The collision caused both ends of the vehicle to deform, trapping all 4 people on board. The spilled gasoline combined with the heat from the engine caused a fire in the area around the vehicle of about 30 square meters .

In part 1, delegates and forces watched a video presentation introducing the handling, command and operation mechanism; running simulations of fire, incident and accident situations, handling activities of grassroots forces, Fire Prevention and Rescue Police forces, and forces participating at the scene.

In phase 1, the local forces deployed fire fighting, rescue and relief activities. Upon discovering the fire at tank 154-TK-020, the head of the regional operation team immediately requested to stop all work; asked the regional operator to press the emergency alarm button and report the incident to the regional operation shift leader. At the Control Room, the automatic monitoring system also emitted a warning signal that the LPG tank temperature was increasing rapidly and the LPG gas concentration was at a very high level. Immediately after receiving the fire alarm signal, the on-duty staff notified the Fire Fighting Commander and all soldiers to mobilize specialized fire fighting forces to respond immediately. Given the possibility of the fire getting out of control, the Head of the Incident Response Steering Committee immediately requested to contact the Fire Prevention and Rescue Police Department, Thanh Hoa Provincial Police, for support.

Fire Prevention and Rescue Police immediately requested notification of orders to mobilize maximum forces and means of fire prevention and rescue teams.

Receiving the fire alarm from the 114 duty station, the Fire Prevention and Rescue Police immediately requested to notify the order to mobilize the maximum force and means of the Fire Prevention and Rescue teams across the province to support the factory in handling the incident. Along with that, the information was sent to Nghi Son General Hospital, Nghi Son Town Police, Police of Mai Lam, Tinh Hai, Hai Yen wards in Nghi Son Town to participate in fire fighting and rescue work; at the same time, asking for opinions from the leaders of the Provincial Police and the Head of the Steering Committee for Fire Prevention and Rescue and Prevention and Response to Chemical Incidents of Thanh Hoa Province to directly direct.

Forces deployed a team to spray water to cool down the burning tanker in area A95.

In phase 2, just 5 minutes after being dispatched, the Fire Prevention and Rescue Team of Area 2 was present at the scene, taking over the firefighting command from the factory's on-site commander. The firefighting commander divided the force into 2 attack groups.

The first team consisted of 1 fire truck deployed to cool the LPG tank area and a water curtain to cool the officers and soldiers directly involved in firefighting. The second team consisted of 1 fire truck and 1 rescue vehicle deployed to spray water to cool the burning tanker in area A95 and used equipment to break the vehicle doors to rescue the trapped victims. At the same time, mobilized forces and vehicles from neighboring units to support.

With the urgency, positivity, and smooth coordination between forces, the first victims of the fire in area A95 were promptly given first aid and transferred to medical facilities.

In phase 3, immediately after receiving the report from the Head of the Fire Prevention and Rescue Police Department, the Deputy Director of the Provincial Police Department immediately went to the scene to direct the fire fighting and rescue work. Assessing that the A95 area had sufficient forces and vehicles, he immediately directed the forces to switch to foam spraying to attack and extinguish the fire.

At this time, the Mobile Police and militia also urgently transported sandbags to the A95 filling station area, set up a dike, and prevented gasoline and oil from spreading, causing a large fire as well as affecting the environment. The ambulance of the Provincial General Hospital was also present, coordinating with local medical forces to take the victims to the emergency room.

In phase 4 - the total attack to extinguish the fire, receiving instructions from the Fire Prevention and Fighting Police Department, Ministry of Public Security, Nghe An Provincial Police immediately mobilized 1 ladder truck and 1 fire truck to support Thanh Hoa Provincial Police to extinguish the fire at Nghi Son Refinery and Petrochemical Plant.

At the A95 gas station, with precise firefighting tactics and reasonable division of forces, the fire was basically extinguished, and all victims trapped in the tanker cabin were brought out.

The fire commander ordered the vehicles to stop spraying foam, 2 fire trucks continued to spray water to cool the fire area; the remaining 3 fire trucks quickly moved to the LPG tank area to concentrate forces and vehicles, and launched a total attack to extinguish the fire there.

The forces switched to spraying high-pressure water directly at the fire on the LPG tank TK 020 to attack and extinguish the fire.

When the LPG area had enough equipment and fire fighting forces, the Deputy Director of the Provincial Police ordered the forces to switch to spraying high pressure water, aiming directly at the fire on the LPG tank TK 020 to attack and extinguish the fire. After only 3 minutes of attack, the fire at the LPG tank was extinguished.

Thanks to the parallel implementation of two methods to suppress the existing fire and prevent incidents that could lead to a re-fire, the fire at the LPG tank was completely controlled. The Deputy Director of Thanh Hoa Provincial Police ordered the forces to stop spraying water, recover the vehicles, end the firefighting and rescue work; and deploy the work of examining the scene and investigating the cause of the incident.

Speaking at the end of the drill, Vice Chairman of the Provincial People's Committee Mai Xuan Liem praised the members of the Steering Committee for organizing the scenario development in a realistic, methodical and scientific manner; at the same time, praised the participation, coordination, spirit of training, smooth, safe and successful drills of the officers, soldiers, specialized forces and on-site forces.

He emphasized: The exercise has ensured the goal of improving the command and control capacity and coordination of the Fire Prevention and Rescue Police force with specialized fire prevention and rescue forces and other forces to handle fires, explosions or major, complicated accidents and incidents that may occur, contributing to ensuring security and order and effectively serving the goal of stable development of the key project of the Petrochemical Refinery in particular as well as the socio-economic development activities of the province; at the same time, promoting the motto "4 on-site" in fire fighting and rescue work.

Through the drill, he requested all levels, sectors, localities and enterprises to raise awareness and responsibility in fire prevention and fighting, proactively prevent fire risks, accidents and incidents; at the same time, requested the Fire Prevention and Rescue Police force to continue to draw from the drill experience to improve the capacity of the forces, ready to respond when fires, accidents and incidents occur, especially large fires, chemical incidents, causing high risk of serious damage to people and property.
