27th Session of Thai Nguyen Provincial People's Council: Passed 7 resolutions to promote socio-economic development

On the morning of March 28, the 14th Thai Nguyen Provincial People's Council held the 27th Session (special session) to review and decide on matters under its authority.

Attending the meeting were comrades: Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Committee, Party building committees of the Provincial Party Committee and departments, branches, sectors and organizations.

At the meeting, the Provincial People's Council reviewed, discussed and approved 7 resolutions related to 3 groups of issues, aiming to promptly promote socio -economic development in accordance with the policies and orientations of the Provincial Party Committee, ensuring that the growth rate in 2025 reaches and exceeds the set target.

Comrade Le Kim Phuc, Director of the Department of Finance, explained and clarified the contents of the reports.

Specifically, the Provincial People's Council reviewed, discussed and approved: List of land acquisition projects; adjusted and supplemented the list of land plots for bidding to select investors to implement investment projects; decided on the policy of changing the purpose of forest use to other purposes.

Regarding public investment and implementation of national target programs, the Provincial People's Council discussed and decided to adjust the medium-term public investment plan for the 2021-2025 period and the public investment plan for 2025; supplement the list of public investment projects under the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 5-year period of 2021-2025.

The Provincial People's Council also reviewed, discussed and decided on the principles, scope, support levels and the use of funds to support production and protection of rice-growing land; gave opinions and agreed on the improvement of the organizational structure, and decided on the charter capital of the Thai Nguyen Provincial Land Development Fund to ensure compliance with regulations and suitability with local realities.

At the meeting, leaders of departments and branches reported, explained and clarified a number of contents proposed by the delegates of the Provincial People's Council, such as: The reason for adjusting the capital plan for 6 projects is over 7.77 billion VND. According to the explanation, in the process of implementing 7 projects approved by the Provincial People's Council in Resolution No. 32/NQ-HDND dated July 20, 2023, there were 6 projects with completed volume and settlement value lower than the total approved investment; due to the difference in funding after bidding; not using contingency costs; reducing VAT according to regulations; 1 project reduced volume due to design adjustment... so the total investment capital of 7 projects that are no longer needed is reduced compared to the total approved investment of over 7.77 billion VND.

Representatives of the sectors also explained and clarified the legal basis and calculation basis, proposing to use no less than 30% of the budget to support rice land users and the remaining 70% of the budget to be used for other activities; along with a number of other issues.

These are important contents, having a great impact on the socio-economic development of the province. The contents presented at the Session have been prepared seriously, responsibly, urgently by the advisory agencies, ensuring progress and quality. With a high sense of responsibility, the delegates of the Provincial People's Council focused on researching, discussing, carefully considering each content and voting to pass resolutions ensuring compliance with legal regulations, high feasibility, effectiveness, efficiency, close to practical requirements, contributing to promoting the overall development of the province, meeting the expectations of voters and people.

7 resolutions passed at the Session

1. Resolution on adjusting and supplementing the Medium-term Public Investment Plan for the period 2021-2025 and the Public Investment Plan for 2025 of Thai Nguyen province.

2. Resolution on adjusting and supplementing the list of land plots for bidding to select investors to implement investment projects using land in the province.

3. Resolution on the decision to supplement the list of medium-term public investment projects, adjust the medium-term public investment plan under the National Target Program on socio-economic development of ethnic minority and mountainous areas for the 5-year period 2021-2025 in Thai Nguyen province.

4. Resolution approving the organizational structure, operating model and charter capital of Thai Nguyen Provincial Land Development Fund.

5. Resolution promulgating the Regulations on principles, scope, support levels and use of funds to support production and protection of rice-growing land in the province.

6. Resolution on the decision on the policy of changing the purpose of forest use to another purpose to implement the Investment Project to build a mine to exploit soil for filling materials in Phu Ly commune, Phu Luong district.

7. Resolution approving the adjustment and supplementation of the list of land recovery projects, projects with change of land use purpose for rice cultivation and production forest land in the province.
