
The disbursement rate of public investment capital of Hoi An City and Dien Ban Town according to the capital plan from the beginning of the year is quite low. Specifically, by August 31, Dien Ban had only disbursed 15.7% (the lowest in the province) while Hoi An had about 24%, also in the low group.
However, this is unavoidable because some large planned revenue sources have not yet appeared, especially the revenue from land use fees of these two key localities has so far been "dripping" leading to no actual money to disburse.
Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee said that up to now, the town has only collected 67 billion VND out of the total 803 billion VND of planned capital from land use fee revenue.
This has resulted in a lack of capital to pay or organize new bidding for many projects, not to mention the large loss of revenue from the suspension of operations of Heineken Vietnam Brewery Company Limited in the middle of this year.
The situation in Hoi An is not much better, as only over 18 billion VND has been collected out of a total of over 475 billion VND allocated as land use funds (less than 4%).
According to the leader of Hoi An City, if the situation is positive, it will be near the end of the year before land use fee revenue appears when several large-scale urban area projects are approved by the province. Land prices will increase revenue, but by then it will be difficult to disburse this capital.

Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh suggested that the two localities focus on disbursing public investment from now until the end of the year, especially with capital from the central budget and capital transferred from 2023, they must strive to disburse 100% to avoid losing capital.
"If the locality has any really urgent projects that can be implemented immediately but are lacking capital, it should be urgently reported so that the province can consider transferring capital from places with excess capital but unable to disburse," Mr. Phan Thai Binh added.
The disbursement of capital from the central budget and capital transferred from last year in these two localities is relatively positive. For Hoi An, more than 30 billion VND out of a total of nearly 50 billion VND of capital in 2023 has been disbursed and more than 9.5 billion VND/33 billion VND of the central and provincial budgets have been disbursed.
Dien Ban has disbursed 100% of the total capital of more than 102 billion VND of the extended capital plan, notably disbursing the extended central budget capital for the Quang Nam Northern Belt Road Project (more than 51.7 billion VND).

Both localities committed to trying to disburse maximum public investment capital from the central budget and capital transferred from the previous year in the remaining months, except in cases of force majeure such as the project to restore the One Pine Tree relic (Hoi An City).
The common difficulty recognized by localities is that investment processes and procedures must go through many stages and steps in many agencies and units, prolonging the time to complete investment procedures, greatly affecting the disbursement of public investment capital.
Mr. Tran Anh - Secretary of the City Party Committee, Chairman of the People's Council of Hoi An City acknowledged that the reality of disbursing public investment capital has a chronic disease that when the dry season has favorable weather, it takes a long time to deal with various procedures, and when it is completed to start construction, it usually falls in September and October, having to "race" to disburse and face the risk of unfavorable weather. Hopefully, in the coming time, this situation will be improved to create conditions for public investment disbursement to achieve the best results.
