Performing digital services at authorized agents will take advantage of the service network of businesses, reducing the burden on offices.

Not only integrating public services and administrative procedures into the VNeID application and digital citizen applications, localities have recently begun to have public administrative service agents.

Safe and convenient

Mr. Minh Quan in Cho Lon area (HCMC) said that when he needed cash urgently but could not go to the bank ATM, he went to the photocopy shop next to his house to use the service of transferring and withdrawing money through his account, paying a small fee to the shop owner. According to the record, this photocopy shop also accepts cash deposits into the account of those in need.

The "national" ATM model outside the bank on a large scale has been deployed nationwide by the technology retail system The Gioi Di Dong since December 4, 2024, when 3,000 The Gioi Di Dong and Dien May Xanh stores became "ATMs" through cooperation with Vietnam Prosperity Bank (VPBank). Currently, this service has been expanded by The Gioi Di Dong in cooperation with many other banks such as Agribank, BIDV, Vietcombank, VietinBank, Techcombank, ACB... According to Mr. Doan Van Hieu Em, member of the Board of Directors of The Gioi Di Dong, after more than 1 month of implementing this model, the chain of stores has recorded nearly 150,000 deposit, withdrawal and money transfer transactions with a total value of nearly 1,000 billion VND.

For the first month, Mobile World has waived the payment agent service fee. Since January 16, 2025, the system has started charging service fees for deposit, withdrawal and money transfer transactions. According to the current price list, customers depositing and transferring a minimum of VND 50,000 and a maximum of VND 20 million per transaction will be charged a fee of 0.33% x transaction value, with a corresponding fee of a minimum of VND 11,000 to a maximum of VND 66,000 (including VAT). Outside of business hours, there will be an additional fee of VND 5,500/transaction. Customers have the advantage that Mobile World and Dien May Xanh stores operate from 8:00 a.m. to 10:00 p.m.

According to VPBank, when using this payment service, customers can be completely assured when the system is connected and supported by SmartPay - a provider of financial and payment solutions. With PCI DSS level 1 security certification - the highest security standard applied globally, customer data will always be guaranteed maximum security during processing and storage.

Breakthrough solution

Instead of having to go directly to government agencies, people can now do public administrative procedures from anywhere through applications or at stores of authorized enterprises.

Through many updates, the VNeID electronic identification mobile application continues to be supplemented with public administrative procedures that can be performed directly on the application managed by the Ministry of Public Security. Up to now, in Hanoi, there have been more than 200 online public service agents of enterprises approved and put into operation. Telecommunications networks such as MobiFone, VNPT and Viettel have 94 online public service agents. Along with that are 60 post offices of Vietnam Post Corporation, 30 post offices of Viettel Post Corporation, 35 FPT Shop stores, and 25 Long Chau pharmacies. People and enterprises can go to these stores to perform about 30 types of essential procedures. Hanoi City aims to increase the total number of public service agents in the area to 500 points in the second quarter of 2025.

The birth of this model will help Hanoi achieve the "3 no" goals: No borders - No intermediaries - No physical objects and "2 no" goals: No administrative doors - No locked procedures. The deployment of online public service agents is part of the policy of socializing public services in the spirit of Resolution No. 18 dated October 25, 2017, the 6th Conference of the 12th Party Central Committee, helping to streamline the administrative apparatus and improve the efficiency of public sector operations.

According to Mr. Cu Ngoc Trang, Director of the Hanoi Public Administration Service Center, online public service agents are a breakthrough solution, of great significance to the socio-economic development of the capital. This is also an important step in implementing Resolution No. 57 of the Politburo on policies and orientations for national digital transformation development to 2030, with a vision to 2045. Putting into operation the online public service agent model right at post offices, pharmacies, phone stores, etc. contributes to bringing public services closer to the people, especially vulnerable groups, people who are not familiar with using digital technology, and people in remote areas.

According to technology experts, the issue that needs to be taken into account is the ability to secure information - especially personal information of these digital service agents and online public administrative services.

Free support for service implementation

According to Mr. Chu Quang Hao, General Director of Vietnam Post, people and businesses can go to post offices that are online public service agents to have post office staff support and advise on methods, processes, and required documents to handle administrative procedures online. In addition, post office staff also guide organizations and individuals on how to look up documents, make payments online, etc. In case people do not have the means or cannot do it themselves, post office staff will provide free support.
