Moving Dam Thuy pumping station according to voters' recommendation

At the 6th session of the 14th Provincial People's Council, voters of Thuy An Ward (Dong Trieu City) made a proposal to completely handle the situation of Dam Thuy pumping station operating ineffectively, not meeting irrigation needs in agricultural production as well as not being suitable for urban development requirements and socio-economic development orientation in Thuy An Ward. Accepting voters' recommendations, the Provincial People's Committee recently issued a document assigning Dong Trieu Irrigation One Member Co., Ltd. to implement the plan to renovate Viet Dan 2 pumping station and install irrigation water pipes to replace Dam Thuy pumping station.

Many locations of the water channel of Dam Thuy pumping station are designed as open channels, causing unsafety.

Ms. Ha Thi Bich said: Just arriving at the beginning of Thuy An ward, you will see the water channel of Dam Thuy pumping station running parallel to the road connecting from National Highway 18 to the ward center. We are residents of the ward and know very well the disadvantages that this irrigation project brings to people's lives. That is why when the Provincial People's Committee agreed to move Dam Thuy pumping station and replace it with another irrigation project, I think it is very timely and appropriate.

Mr. Nguyen The Chien, a resident of Thuy An ward, added: Dam Thuy pumping station and the canal of this pumping station have existed for a long time. The canal is about 2.5m wide, occupying the entire sidewalk, making the main road of the ward narrow and there is no room for expansion. Along with that, the canal is designed with covers in some places and without (depending on the function of each canal section) and many locations of the canal have been broken and exposed, leading to water seeping into the road, causing both loss of urban aesthetics and loss of safety. Along with that, the infrastructure system and equipment of Dam Thuy pumping station are old, degraded, unstable and have low capacity, leading to irrigation for the agricultural area of Thuy An ward not being guaranteed. From the actual situation of Dam Thuy pumping station, this project needs to be handled as soon as possible, meeting the expectations of the people.

Dam Thuy pumping station canal runs along the main road connecting from National Highway 18A to the ward center.

It is known that Dam Thuy pumping station is under the management and operation of Dong Trieu Irrigation One Member Co., Ltd. Mr. Vu Minh Thanh, Director of Dong Trieu Irrigation One Member Co., Ltd., said: Before the Provincial People's Committee gave instructions on this project, Dong Trieu Irrigation One Member Co., Ltd. reported the current situation and proposed a plan to demolish Dam Thuy pumping station and its pipeline. Along with that, the Company has a document requesting to change the project to renovate Viet Dan 2 drainage pumping station into 2 combined irrigation and drainage pumping stations and install irrigation water pipes to replace Dam Thuy irrigation pumping station. The specific tasks are to install 2 high-pressure pumps; build a new closed pipeline (HDPE) 800m long connecting from Viet Dan 2 station to Dam Thuy's existing irrigation canal system; Dredging the water channel of Viet Dan pumping station 1 and 2. Total estimated investment cost is 8 billion VND from the source of funds for handling, liquidating assets and the source of funds for depreciation of fixed assets of the Company.

Dam Thuy pumping station equipment system is old and inefficient.

Based on this proposal, the Provincial People's Committee has agreed to assign Dong Trieu Irrigation One Member Co., Ltd. to review, prepare documents, appraise, approve and implement the renovation and repair of Viet Dan 2 pumping station and install irrigation water pipelines to replace Dam Thuy irrigation pumping station; completion time is in 2025. Up to this point, Dong Trieu Irrigation One Member Co., Ltd. has signed a design consulting contract, is surveying and performing technical bidding, continuing to appraise, approve technical reports and appoint contractors, and bid for construction and installation related packages.

Mr. Vu Minh Thanh affirmed: The Company's goal is to start construction in the second quarter of 2025 and complete and put the project into use in 2025, contributing to completely overcoming the current limitations of Dam Thuy pumping station, while creating a site for the project to upgrade and renovate the road to Thuy An ward, which was previously approved by the People's Committee of Dong Trieu City.
