70 years have passed, but the heroic memories of the day when “the five gates welcomed the advancing troops” still remain. The event of taking over the capital on October 10, 1954 marked a turning point of great significance, opening a new and glorious period in the thousand-year history of Thang Long-Dong Do-Hanoi.

The liberation of Hanoi was a great historical event, a glorious victory of the revolutionary cause, of nine years of arduous and fierce resistance with countless sacrifices, losses and the heroic and indomitable spirit of our army and people against a powerful enemy.

Over the past 70 years, since the liberation of Hanoi (October 10, 1954 - October 10, 2024) and over 50 years of building an advanced culture imbued with national identity, the Hanoi Party Committee has continuously innovated thinking and raised awareness. The city has always paid special attention to concretizing the Central Government's guiding viewpoints on cultural development and human development.

It can be said that building elegant and civilized Hanoians has been considered by the Party Committee, government and people of the Capital as the main solution to preserve and promote the fine traditional values ​​left by our ancestors. This is also an issue that Party and State leaders always pay attention to and remind each time they work with the Capital.

Building elegant and civilized Hanoians is a task that the Party Committee and the Hanoi Capital Government have paid attention to and implemented over several terms. The Standing Committee of the Hanoi Party Committee issued Directive No. 30-CT/TU dated February 19, 2024 "Strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians" with the determination to create a new turning point.

At the 17th Hanoi Party Congress (term 2020 - 2025), the late General Secretary Nguyen Phu Trong requested that Hanoi must build elegant, civilized, modern, law-abiding Hanoians, and that Hanoians must live a truly cultured life, representing the national culture. In Resolution No. 15-NQ/TW dated May 5, 2022 on the Orientation and tasks for the development of Hanoi Capital to 2030, with a vision to 2045, the Politburo continued to request that Hanoians be elegant, civilized, loyal, and representative of the culture, conscience, and dignity of the Vietnamese people.

According to Dr. Nguyen Viet Chuc, former Vice Chairman of the National Assembly's Committee on Culture and Education, elegance is not just about appearance, not just about speech, but it is the character of the people of the ancient capital and the capital today.

Dr. Nguyen Viet Chuc shared: “If you are a little more subtle, you will find them close and open without being too casual; hospitable without being pushy; attentive and enthusiastic but still keeping enough distance so that guests feel natural and comfortable. The voice is soft, easy to listen to, with a distinctive and attractive tone. Perhaps all of these small differences combine to create the charming elegance of Hanoians.”

During his lifetime, Professor Tran Quoc Vuong once affirmed: “Thang Long - Hanoi has its own cultural style; has its own linguistic nuances - Hanoi dialect; has its own character: sophisticated, intelligent, brave, open-minded; has its own way of communicating: subtle, delicate, elegant, polite”. Or more clearly, specifically, in a comment by Hanoi scholar Nguyen Vinh Phuc: “Elegance is the basic quality of Hanoi people”.

The cultural history of more than 1,000 years of Thang Long - Hanoi has forged the core values ​​of elegant and civilized Hanoians; expressed in lifestyle, family and community activities, in communication, behavior, in culinary culture... Elegance and civilization are the personality traits of people carrying the "brand" of Hanoi, true to the saying " Even if not fragrant, they are still jasmine flowers/ Even if not elegant, they are still people of Trang An".

Cultural and human development in the new era

Along with the draft Law on the Capital (amended), the two adjusted plans for the development of the Capital, approved by the 7th session of the National Assembly in May 2024, can affirm that with many creative efforts, the development and construction of the Capital's people have achieved proud results, contributing to the development of Vietnamese culture and people in the new period.

Cultural activities are increasingly rich and diverse, gradually meeting the people's increasing demand for cultural enjoyment and creativity. Patriotism and national pride are promoted. Hanoi people are increasingly dynamic, creative, and have sharper thinking, but still retain the core qualities and values ​​of the thousand-year-old Thang Long culture.

“The elegant culture of Hanoians is the result of the crystallization of cultural values ​​in the lifestyle and behavior over thousands of years of history of the capital - the land where people and professions gather and all of those values ​​shine. The typical values ​​in the elegant culture of Hanoians are expressed through many legends, folk songs, proverbs, songs... so that every time we hear, think, and remember them, we feel proud and affectionate", Associate Professor, Dr. Bui Hoai Son.

The Hanoi Party Committee has specified the task of building elegant and civilized Hanoians in the Party Committee's major work programs for many consecutive terms, currently Program No. 06-CTr/TU dated March 17, 2021 on "Cultural development; improving the quality of human resources; building elegant and civilized Hanoians for the period 2021 - 2025". The implementation results have given rise to many good models and creative ways of doing things; especially recently with the promulgation of the Code of Conduct in public places in Hanoi and the Code of Conduct for cadres, civil servants, public employees, and workers in agencies under Hanoi City.

The beauty of Hanoi culture has been maintained from a traditional foundation, with deep development. That is the essence so that no matter where you go, calling yourself an elegant, civilized Hanoian always brings pride.

The Hanoi Party Committee always determines that Hanoi people are the center of the capital's development strategy, both the most important implementing entity and the direct beneficiaries of all achievements, especially sustainable and long-term achievements in cultural development and building elegant and civilized Hanoians.

As the late General Secretary Nguyen Phu Trong once said: When talking about the capital Hanoi, every Vietnamese person is moved and proud of the land of a thousand years of culture and heroism, elegance and grace, the capital of conscience and human dignity, the city of peace...

Thus, building elegant and civilized Hanoians is to preserve and promote the cultural values ​​of the capital, as well as to make Hanoians become shining examples, representing the good qualities of the Vietnamese people.

According to Associate Professor, Dr. Bui Hoai Son, the fact that Hanoi continues to issue a directive on “Strengthening the leadership of the Party Committee on building elegant and civilized Hanoians” proves that this is an important task that needs to be carried out regularly and continuously, with high concentration, great effort and drastic action. From there, it will further raise the awareness of cadres, party members and people of the capital in promoting the qualities of elegant and civilized Hanoians. Contributing to making those values ​​permeate all areas of social life, social relations, in families and in each citizen.

Therefore, according to Associate Professor, Dr. Bui Hoai Son, in order for Directive No. 30-CT/TU dated February 19, 2024 to come into effect, Party committees and authorities at all levels in the capital need to thoroughly grasp this important Directive. On that basis, concretize the tasks and solutions in the Directive into specific actions of local Party committees, authorities and units. At the same time, it is necessary to promote the exemplary role in ethics, style and lifestyle of the team of leaders, managers, civil servants and public employees of Hanoi City, as examples for people to follow in building and implementing cultural values ​​and human values ​​of Hanoi.
