These traffic hubs have been identified and have a clear legal basis, the scope of the surrounding land fund for exploitation and development has also been reviewed. Therefore, the immediate implementation of a number of pilot projects in the above order is convenient and has a basis.
In phase 2, Ho Chi Minh City will implement at traffic hubs of railway lines associated with the project to develop the city's urban railway system. At the same time, the scope of research on TOD models in the surrounding areas at the intersections of Ho Chi Minh City's Ring Road 4 and Ho Chi Minh City - Moc Bai Expressway will be added.
The basis for the proposal is based on the results of implementing the TOD model at the intersection of Ho Chi Minh City's Ring Road 3, the Ho Chi Minh City Department of Transport found it necessary to supplement research on TOD in the Ho Chi Minh City Ring Road 4 area and the Ho Chi Minh City - Moc Bai Expressway.
Regarding the funding source for the project to adjust the local planning to implement phase 1, the Department of Transport proposed that the People's Committee of Thu Duc City and the districts urgently review the capital needs to implement the project to adjust the local planning to implement TOD, and send it to the Ho Chi Minh City Department of Finance before August 31. From there, synthesize and propose that the Ho Chi Minh City People's Committee consider and decide to supplement funding for the People's Committee of Thu Duc City and the districts to implement, and complete in October 2023.
In addition, the Department of Transport will prepare an outline, tasks, and cost estimates for hiring consultants and send them to the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City and the Department of Science and Technology of Ho Chi Minh City for comments on the level of hiring domestic consultants and foreign experts, to be completed before August 31.
The Department of Transport receives comments and completes the budget and sends it to the Ho Chi Minh City Department of Finance to synthesize and submit to the Ho Chi Minh City People's Committee to assign the additional budget to the Department of Transport for implementation and completion in October 2023.
