Ho Chi Minh City will reduce the number of specialized agencies under the City People's Committee from 21 to 16. This includes a proposal to establish a Department of Transportation and Public Works.
The Ho Chi Minh City Department of Internal Affairs has just submitted to the Ho Chi Minh City People's Committee a plan for reorganizing the administrative apparatus, specialized agencies, and public service units, aiming to streamline and improve the efficiency of state management.
Under the new proposal, Ho Chi Minh City will reduce the number of specialized agencies under the City People's Committee from 21 to 16.

Specifically, the Department of Transport and Public Works was established on the basis of the organization of the Department of Transport, taking over the Standing Office of the Traffic Safety Committee and some infrastructure management functions from the Department of Construction.
At the same time, some state management tasks related to testing and issuing driver's licenses for motor vehicles currently under the Department of Transport will be transferred to the City Police Department.
The Department of Finance was formed by merging the Department of Planning and Investment and the Department of Finance, and incorporating the Enterprise Management Innovation Board.
The Department of Internal Affairs was reorganized by merging the Department of Internal Affairs and the Department of Labor, War Invalids and Social Affairs, taking over the functions and tasks of state management regarding labor, wages, employment; war invalids; occupational safety and health; social insurance; and gender equality from the Department of Labor, War Invalids and Social Affairs.
The Department of Science and Technology was formed by merging the Department of Science and Technology and the Department of Information and Communications.
The Department of Ethnic and Religious Affairs was established by merging the Religious Affairs Department (under the Department of Internal Affairs) into the Ethnic Affairs Department.
The Department of Construction was formed by merging the Department of Construction and the Department of Planning and Architecture.
The Department of Natural Resources and Environment was reorganized by merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
The Department of Food Safety continues to operate under the pilot model of Ho Chi Minh City, with a more streamlined organizational structure in accordance with Resolution 98/2023/QH15 of the National Assembly .
In addition to the above departments, the remaining units include: the Department of Culture and Sports, the Department of Tourism, the Department of Health, the Department of Education and Training, the Department of Justice, the Department of Industry and Trade, the City People's Committee Office, and the City Inspectorate.
In addition to streamlining departments, several state management functions will be transferred to the Ho Chi Minh City Police, including: managing drug addiction treatment and post-treatment care from the Department of Labor, War Invalids and Social Affairs; managing criminal records and issuing criminal record certificates from the Department of Justice; conducting driving tests and issuing driver's licenses from the Department of Transport; and ensuring network security and safety from the Department of Information and Communications.
