On September 15, the Ministry of Public Security's Investigation Police Agency completed its investigation conclusion, proposing to prosecute Mr. Hoa Cong Hau (former Director of the Department of Health of Tay Ninh province), Hoang Thi Thuy Nga (former Chairwoman of the Founding Council of NSJ Group) and 12 accomplices for the crimes of "Violating bidding regulations causing serious consequences" and "Lack of responsibility causing serious consequences".

According to the investigation conclusion, after being asked for help by Ms. Hoang Thi Thuy Nga, Mr. Hau directed Le Thanh Lu (defendant, former Deputy Head of the General Planning Department, Tay Ninh Department of Health) to let NSJ Company introduce the Siemens Healthcare 128-slice CT Scanner system and agreed to purchase the system at VND 28 billion as requested by Ms. Nga.
Mr. Hau also directed Mr. Lu to advise Mr. Hau to sign Document 318/TTr-SYT dated October 9, 2017, sent to Tay Ninh Provincial People's Committee to designate the purchase of the Somatom Denfinition AS 128-slice CT Scanner system of Siemens Healcare, distributed by NSJ Company.
During the process of preparing the bidding documents, Mr. Hau assigned Mr. Lu to be the Bidding Document Appraisal Team, and at the same time assigned a representative of the Tay Ninh Department of Health to work with Nguyen Phuoc Thien (defendant, former General Director of Nam Sai Gon Consulting and Investment Joint Stock Company), the consulting unit that prepared the bidding documents, to insert specialized technical parameters of the 128-slice CT Scanner system of Siemens Healthcare into the bidding document requirements, in order to create an advantage for NSJ Company to win the bid, gain illegal profits, and cause damage to state assets of 13 billion VND.

Defendant Hoang Thi Thuy Nga is the person who built the organizational structure of NSJ Company and its member companies. Ms. Nga assigned tasks to the general directors, leaders of departments, and was in charge of projects in many localities across the country.
Taking advantage of her relationships with many levels, Ms. Nga influenced the project and built internal procedures and regulations, as a basis for company employees to coordinate in implementing the steps in the bidding process, from requesting policies, approving estimates, organizing bidding to contract implementation, acceptance, and installation.

In Tay Ninh province, taking advantage of her relationship with Mr. Hoa Cong Hau, Ms. Nga directly directed the staff of the Customer Relations Department and the Medical Project Department, colluding with the Tay Ninh Department of Health in preparing procurement documents, organizing bidding to select contractors to create advantages for NSJ Company to win the bid.
In addition, Ms. Nga directed former officials and employees of NSJ Company, defendants Hoang Ngoc Hong Phuc and Bach Thi Dieu Hien, to organize people to buy documents on behalf of the "blue team" contractors; directed former officials and employees, defendants Phung Thi Suong, Nong Thi Bich Suu, and Doan Thi No to prepare bidding documents for the "blue team", then assigned employees of NSJ Company to submit and participate in the bid opening at the Department of Health, creating conditions for NSJ Company to win the bid, illegally profit, causing damage to state assets of 13 billion VND.
