(NLDO) – After the female member of the Board of Directors, Chairman of the Board of Directors of the People's Credit Fund (PCF) Ngo May continued to be punished for not complying with the inspection conclusion.
On the morning of November 30, a reporter's source said that the Chief Inspector and Supervisor of the State Bank of Vietnam (SBV) Binh Dinh Province Branch has just issued a decision to administratively sanction Mr. Luong Van Tung, Chairman of the Board of Directors of Ngo May People's Credit Fund (headquartered in Ngo May town, Phu Cat district, Binh Dinh province), for failing to comply with the conclusions, recommendations, and handling decisions of the inspection.

Accordingly, Mr. Tung was fined 4.5 million VND. Regarding remedial measures, the Chief Inspector and Supervisor proposed that the Director of the State Bank of Vietnam, Binh Dinh Province Branch, consider and apply measures to suspend from 1 to 3 months or remove him from his administrative position; not allow him to hold administrative, operational, and control positions at Ngo May People's Credit Fund for Mr. Tung.
The time limit for implementing remedial measures is from the date of receipt of the decision on the suspension of the exercise of the rights and obligations of the Chairman of the Board of Directors towards Mr. Tung by the Director of the State Bank of Vietnam, Binh Dinh Province Branch.
Not long before, the Chief Inspector and Supervisor of the State Bank of Vietnam, Binh Dinh Province Branch, also issued a decision to impose a similar administrative penalty on Ms. Tran Thi Kim Lien, member of the Board of Directors and accountant of Ngo May People's Credit Fund.
Specifically, Ms. Lien was also fined 4.5 million VND and was proposed to consider and apply measures of suspension from 1 to 3 months or dismissal from the administrative position; not allowed to hold administrative, operational, and control positions at Ngo May People's Credit Fund.
In another development, according to many QTDND staff members Ngo May, after the incident of Mr. Luong Van Tung and Ms. Tran Thi Kim Lien "making love" in the office was discovered, the internal situation of the agency began to become tense and disunited.
Specifically, on the morning of April 12, 2022, QTDND employee Ngo May accidentally discovered Mr. Tung and Ms. Lien "making love" in Mr. Tung's office the day before through the agency's security camera system.
For this behavior, on November 4, 2022, the Party Inspection Committee of Ngo May town issued two disciplinary decisions against Mr. Tung and Ms. Lien with a warning for improper relations, because both of them have their own families.

Although the Party has handled the matter, since then, administrative disciplinary action against Mr. Tung and Ms. Lien has not been carried out, causing conflicts to escalate, internal disunity to become serious, and the unit's activities to become increasingly stagnant.
Specifically, for the past 2 years, Ngo May's QTDND has not been able to organize a members' congress as prescribed.
Faced with the above situation, on July 4, 2024, the Standing Committee of Binh Dinh Provincial Party Committee gave instructions on coordinating to support the Supervisory Board (BKS) of Ngo May People's Credit Fund to organize an extraordinary congress of members according to regulations.
Accordingly, the Standing Committee of Phu Cat District Party Committee is assigned to direct the District People's Committee and relevant local Party committees and authorities to coordinate with the State Bank of Vietnam, Binh Dinh Province Branch, to direct the People's Credit Fund Supervisory Board Ngo May to organize an extraordinary congress of members.
Implementing the above direction, in mid-July, the State Bank of Vietnam, Binh Dinh province branch, sent officials to the locality to work with the People's Committee of Ngo May town and the two communes of Cat Trinh and Cat Hiep (where there are 2,350 members of Ngo May People's Credit Fund) to coordinate and support the Supervisory Board in convening the congress.
However, the authorities of these localities refused to cooperate on the grounds that they had not yet received written instructions from the leaders of Phu Cat district.
It is known that the Board of Directors of QTDND Ngo May currently has 4 members. Of these, 2 members have just been administratively sanctioned by the Chief Inspector and Supervisor of the State Bank of Vietnam, Binh Dinh Province Branch, namely Ms. Tran Thi Kim Lien and Chairman of the Board of Directors Luong Van Tung.
Previously, these two people had also been disciplined with a warning by the Party Inspection Committee of Ngo May town for their improper relationship.
