The Integrated Water Resources Management Project - Phase 1 - Kon River Basin, Binh Dinh Province is implemented in the Kon River Basin (including 3 districts: Vinh Thanh, Tay Son, Tuy Phuoc, An Nhon town and Quy Nhon city), with the goal of accompanying Binh Dinh province in implementing the policy of integrated water resources management in the Kon River Basin.

The project aims at specific objectives such as: ensuring project management and promoting synergy with other cooperation projects; improving local management and leadership capacity in water resources management; improving knowledge management on water resources; conducting research on resource characteristics and strengthening local skills through seminars and thematic training courses.

The Agreement on the Implementation of the Integrated Water Resources Management Project - Phase 1 - Kon River Basin, Binh Dinh Province specifies the cooperation methods of the partnership and the joint commitments signed between the People's Committee of Binh Dinh Province and the Rhin-Meuse River Basin Water Management Agency, to implement the Integrated Water Resources Management Project in Vietnam - Phase 1, on the Kon River Basin.

Comrade Nguyen Tu Cong Hoang - Vice Chairman of the Provincial People's Committee (right) and Mr. Xavier MORVAN - General Director of the Rhin-Meuse River Basin Water Management Agency signed an agreement to implement the Integrated Water Resources Management Project - Phase 1 - Kon River Basin, Binh Dinh Province.

Speaking at the meeting, Mr. Xavier MORVAN - General Director of the Rhin-Meuse Water Management Agency said: This project is part of the experience and skills sharing activities in the field of integrated water resources management. The project represents Phase 1 of the Institutional Cooperation Program between the People's Committee of Binh Dinh Province, the Rhin-Meuse Basin Committee and the Rhin-Meuse Water Management Agency, which was formalized through the signing of a Cooperation Agreement to develop joint actions in the field of integrated water resources management on June 30, 2022 in Strasbourg, France. The project is also complementary to local-level cooperation projects between the People's Committee of Binh Dinh Province and the two SEAFF/SFL Consortia in developing access to clean water and wastewater treatment in the province.

The General Director of the Rhin-Meuse River Basin Water Management Agency said that Binh Dinh province has had important policies on management, building programs and projects to effectively manage river basins, as well as daring to accept testing new experimental models of river basin water management.

The General Director of the Rhin-Meuse River Basin Water Management Authority hopes that the Integrated Water Resources Management Project - Phase 1 - Kon River Basin, Binh Dinh Province will bring practical results, protect and sustainably develop water resources, bring benefits to local people; at the same time, actively contribute to cooperation, friendship, mutual understanding, contributing to tightening the cooperative relationship between Vietnam and France in general and Binh Dinh Province and the Rhin-Meuse River Basin Water Management Authority in particular.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said: Water resources play an important role in the socio-economic development, especially agriculture, aquaculture and tourism of Binh Dinh province. Besides, the locality is also facing many major challenges regarding water resources, such as climate change causing drought, floods, saltwater intrusion, water pollution, affecting water supply, and increasing water demand due to socio-economic development.

“The signing of the project implementation agreement between the Provincial People's Committee and the French Rhin Meuse River Basin Water Management Agency is an important event, marking a new step forward in the cooperative relationship between the two sides, towards the goal of sustainable management and effective use of water resources, bringing good benefits to people in the project area.” - Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized.

To successfully implement the Cooperation Program, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang assigned the Department of Agriculture and Environment as the focal agency of the province, coordinating with relevant departments, branches and localities to proactively organize the implementation of tasks and works of the project according to the signed Agreement; actively exchange, coordinate and support with agencies and consulting units of the French partner in implementing the project.

In addition, relevant departments, branches and localities closely coordinate with the Department of Agriculture and Environment and relevant agencies in the implementation; at the same time, actively support and create favorable conditions for the French partner's consulting units to conduct field surveys, provide relevant records and documents to serve the implementation of tasks and work of the project according to the agreement...

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang thanked the General Director of the Rhin-Meuse River Basin Water Management Agency, the Chairman of the Rhine and Ill River Upstream Committee, and members of the working delegation for their important contributions to the Cooperation Program between Binh Dinh province and the Rhin-Meuse River Basin Water Management Agency; at the same time, he requested the French side as well as the consulting unit to actively coordinate and support Binh Dinh province to effectively and efficiently implement the signed cooperation contents./.
