"Currently, tutoring outside of school is rampant, especially in elementary schools. In reality, there are many forms of tutoring with all kinds of reasons. In general, it is a proper profession to make money, like business or trading. Therefore, it needs to be managed and taxed like other professions," said reader Nga.
According to reader Ka Loc, with Circular 29, the only option is for teachers to register at centers, of course the profit will be lower than before because they have to pay taxes and share with the center. According to reader Thuy Hang, tutoring centers must have adequate facilities, teachers must have professional ethics and tutoring revenue must pay taxes like other professions.
Sharing the same view, reader Khoa said that it is unreasonable for many teachers to earn hundreds of millions of dong a month without paying taxes. The industry management agency does not have a complete list of students, and tuition fees depend on the teacher.
Although extra teaching and learning are social needs, reader Le Xuan Hoa suggested that teachers should be absolutely banned from giving extra lessons to students in their own class.
Meanwhile, many readers with children in their final year of high school expressed concern that they wanted their children to take extra classes to prepare for the transfer exam and achieve good results when the decree took effect right at the time when final year students were sprinting for important exams. "Many parents are worried because their children's teachers have not registered their business yet," said reader Nhat Minh.
Many readers also raised the issue of having a separate way to deal with students who work as tutors. According to reader NTT, Circular 29 should only be applied to teachers who are teaching at schools to prevent negativity. Students who teach in groups or tutor should be supported. The income of this group of people is mostly not taxable.
"Do students teaching at home have a negative impact in class? If retired teachers teach a lot, they should register their business or register to teach at centers like teachers who are currently teaching in class," reader Hungh2 commented.
Readers of the SG account support Circular 29 of the Ministry of Education and Training and hope that the authorities will strictly implement it to restore order to extra learning and teaching.
