On February 15, Associate Professor Dr. Nguyen Thu Thuy - Director of the Department of Higher Education, Ministry of Education and Training - said that the ministry will announce the university admission regulations for 2025 in February with some adjustments compared to the draft admission regulations announced earlier.
According to Ms. Thuy, the Ministry of Education and Training will completely eliminate early admission and only consider direct admission according to the general regulations of the Ministry of Education and Training.
In previous years, educational institutions conducted admission rounds based on academic records, international certificates, and competency and thinking test scores, which usually took place before the high school graduation exam. This year, schools can still use these methods for admission, but they must be considered together with high school graduation exam scores.
This year, the ministry stipulates that each candidate's bonus points do not exceed 10% of the maximum score (this bonus point is after adding regional and subject priority points), and the candidate's total score does not exceed the maximum score of 30/30 points.
In addition, the 2025 university admission regulations will remove the requirement that each major/training program only have a maximum of 4 admission combinations.
Previously, the draft of the 2025 admission regulations required that if educational institutions use multiple combinations, schools must ensure that the common subject between the admission combinations must account for at least 50% of the admission score.
According to Ms. Thuy, this requirement will only be applied from 2026 and will not be applied in this year's enrollment period.
With regulations on the threshold to ensure input quality for pedagogical and health majors, this year's admission regulations remain the same as the current regulations, unchanged.
In addition, Ms. Thuy said that from this year, if candidates use high school academic results (report cards) for admission, they must use the results of the entire 12th grade year.
For training institutions, the ministry requires equivalent conversion of admission scores between admission methods and admission combinations to a common score scale.
Schools can convert the results of foreign language certificates (according to the list of high school graduation exam regulations) into foreign language scores for university admission.
