On the afternoon of February 15, the National Assembly discussed in the hall the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; the draft resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

Change house to exploit efficiency

With the view of effectively exploiting urban railway lines, delegate Nguyen Van Canh (Binh Dinh delegation) said that he had directly traveled on three urban railway lines in Hanoi and Ho Chi Minh City, connecting bus routes and realized that supply has not met demand.

He pointed out that in reality, many people live near stations but have no need to use the urban railway, while many people whose houses are quite far from the stations have a need to take this route.

For example, in Ho Chi Minh City, a family lives in District 10, the parents work in District 1 near Ben Thanh station, the children study at a university near the National University station. If this family has a house near the stations of the Ben Thanh - Suoi Tien line, they will need to use the metro, which is very economical and convenient.

However, there are also families living near the station but do not need to use the metro for commuting. Therefore, Mr. Canh thinks that it would be very convenient if the two families exchanged houses, which would benefit them in commuting, studying, working, and the line would have more customers.

“A house in an alley can be exchanged for an alley, an apartment building can be exchanged for an apartment building, they can be exchanged for each other. We can value the property, agree on the difference, each family can agree to buy and sell. But to find a buyer and a seller will take a long time and reduce the efficiency of the route.

Therefore, it is recommended that the central government have a mechanism to support house exchange and conversion procedures to improve the use of public assets" - Mr. Canh further suggested that some shuttle bus routes could be added to travel between stations and common ticket sales...

Need to order metro business

Meanwhile, delegate Hoang Van Cuong (Hanoi delegation) suggested that in the construction of railways and urban railways, priority should be given to placing orders and assigning tasks to domestic enterprises to participate in building roads, bridges and tunnels; producing rails and building train cars.

"This order helps domestic growth, but if we buy from abroad, it will flow abroad and we will never have a railway industry. Therefore, it is necessary to include in the resolution the priority of ordering. The government commits to domestic enterprises having market share to boldly and confidently invest, associated with the mandatory transfer to domestic enterprises" - Mr. Cuong emphasized.

Further explaining, Mr. Tran Hong Minh - Minister of Transport - said that with specific policy mechanisms for urban railway development, the public transport model (TOD) is of great interest to effectively exploit land funds, helping to stabilize people's lives and the environmental landscape.

Regarding some proposals on procedures and policies on investment policies for projects, Mr. Minh said that according to normal regulations, projects need to prepare pre-feasibility study reports, feasibility study reports, bidding, construction, and project implementation, which takes from 3-5 years, even 5 years in the two cities.

Therefore, if the city has to comply with procedural regulations, urban railway lines will not be able to be completed on time and as required, while construction needs are necessary, and projects are also qualified to determine scale, route direction, and balance capacity.

On that basis, Mr. Minh said that decentralization and delegation of power will be promoted to shorten the time by 3-5 years, shorten the approval process according to the principle of local decision, local action and responsibility.

Regarding the policy of designated bidding, if implemented, it will also shorten the implementation time without creating situations such as having to re-bid. There are projects that have implemented designated bidding to save costs and promote efficiency.

Regarding concerns about the risks of bidding, Mr. Minh said that the violations were due to the implementation, not the policy of choosing this form, and affirmed that he would accept the opinions of the delegates.
