On April 6, in Ha Long City, the People's Committees of the three provinces of Quang Ninh, Hai Duong, and Bac Giang held a working session to listen to the report on the construction of the scientific dossier "The Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac" to submit to UNESCO for recognition as a World Heritage Site and the progress of implementing three scientific research tasks on Yen Tu. Comrade Nguyen Thi Hanh, Vice Chairman of the People's Committee of Quang Ninh Province and Comrade Nguyen Minh Hung, Vice Chairman of the People's Committee of Hai Duong Province, chaired the meeting.
This is the first heritage dossier in the country to be submitted to UNESCO with a scope of implementation in 3 provinces, spanning hundreds of square kilometers. Overcoming the difficulties of the Covid-19 pandemic, from 2020 to now, the provinces of Quang Ninh, Hai Duong, and Bac Giang have resolutely implemented related tasks. In particular, establishing a Steering Committee and a Working Group to build the dossier; organizing international scientific conferences and seminars to determine the criteria and outstanding global values of the Yen Tu Relic Complex in particular and the "Yen Tu - Vinh Nghiem - Con Son, Kiep Bac" Relic Complex and Landscape Complex in general.
In particular, the three localities have invited international experts and UNESCO experts to Vietnam for surveys and consultation. In particular, Quang Ninh province, in March 2023 alone, has continuously chaired work with the Ministry of Foreign Affairs, UNESCO representative in Vietnam, and Director of the World Heritage Center to consult and contribute ideas to achieve the highest quality dossier.
Up to now, the nomination dossier with 17 relic clusters and 32 relics has been basically completed, built with about 2,000 pages of Vietnamese and English translations, hundreds of maps, simulation drawings, photo systems, clips recreating historical, cultural, architectural values, intangible and tangible heritages and overall management plans in the scope of 3 provinces of Quang Ninh, Hai Duong, Bac Giang.
The units have also coordinated to carry out 3 scientific research topics on cultural and historical values; the system of architectural and landscape relics; the characteristics, geological - geomorphological values and biodiversity of the Yen Tu relic and scenic complex.
Concluding the working session, the People's Committees of the three provinces unanimously directed and requested the Department of Culture, Sports and Tourism of the localities to urgently complete the contents, actively coordinate with the consulting unit to organize conferences and workshops to evaluate the results of the dossier building and prepare to defend the dossier before the National Heritage Council; review and evaluate the dossier, seek opinions from relevant agencies, ministries and branches according to each submission timeline. Strive to submit the dossier for opinions to the Standing Committee of the Provincial Party Committee before June 30, report to the Government before July 30, submit to UNESCO before September 30 and complete the official dossier to submit to UNESCO Paris before December 31, 2023.
The People's Committees of the three provinces requested the relevant agencies to improve the quality of the dossier, update the dossier of drawings, photos, designs, etc.; organize a plan to promote the value of the heritage domestically and internationally. In addition, the units also need to prepare the conditions to welcome the UNESCO delegation to work and survey.
