On October 12, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee chaired a meeting of the Standing Committee of the Provincial Party Committee to listen to and give opinions on the situation and results of supporting people and businesses to overcome the damage caused by storm No. 3 and floods after the storm, along with many other important contents.
One month after the storm No. 3, Quang Ninh province has carried out a huge amount of work to overcome the damage after the storm; especially statistics, counting, and documenting the damage according to regulations; cleaning up and recovering assets; repairing works and equipment.
The Provincial People's Committee has allocated additional funds of VND 180 billion in phase 1 to localities to support the recovery of storm damage in the province, focusing on mobilizing forces, means and equipment to participate in search and rescue work; providing food support for policy beneficiaries; supporting the recovery of agricultural production; repairing and restoring assets and works affected by storms to ensure normal operations. Up to now, localities have been allocating and disbursing a part of the funds supported by the province.
Regarding the use of the 1,000 billion VND budget to overcome the consequences of storm No. 3, post-storm floods and implement social security, the Provincial People's Committee has allocated over 72 billion VND to the education sector and localities to support tuition fees for the first semester of the 2024-2025 school year; allocated 38.5 billion VND in the 2024 budget to implement the policy of increasing the level of assistance for social protection beneficiaries and other disadvantaged subjects. Currently, the Provincial People's Committee has assigned departments, branches and localities to actively review and propose detailed allocations for the remaining budget to ensure compliance with standards, conditions, processes and procedures.
In addition to the state budget, from the support received of over 133 billion VND from collectives and individuals, the Provincial Relief Mobilization Committee and localities promptly allocated 17.3 billion VND in emergency support (phase 1) to households in 13 localities affected by storm No. 3. It is expected that in phase 2, about 78 billion VND will continue to be spent to support more households and individuals affected by the storm.
According to reports from localities, up to now, the work of overcoming damage after the storm has initially stabilized the situation. Initially, some heavily damaged areas have resumed production, especially aquaculture; afforestation; tourism; removed difficulties in materials; actively reviewed and compiled statistics to support disadvantaged groups, especially households that lost their homes... However, in the process of implementing support for people and businesses, many difficulties have been encountered, especially related to statistics on forest damage; assessing the extent of damage to aquatic animals; verifying, compiling statistics and establishing profiles of households eligible for housing support...
The Provincial Party Standing Committee highly appreciated the efforts of all levels, sectors and localities in leading, directing and organizing the implementation of support for households and businesses affected by storms in recent times.
The Standing Committee of the Provincial Party Committee also frankly acknowledged that the implementation of the province's mechanisms and policies in localities is still slow, especially the rate of funding allocation to people is not high.
To continue to provide timely support to households and businesses, the Standing Committee of the Provincial Party Committee requests localities to conduct an accurate review of households, areas, and structures damaged after the storm. For households and organizations that are eligible for support, promptly verify, appraise, and provide immediate support, striving to complete in October 2024. For those who are not eligible according to the regulations on mechanisms and policies of the Central Government and the province, such as the guiding documents of departments, branches, and localities, there are written recommendations and proposals for the Provincial People's Committee to consider and decide on matters under its authority. For matters under the authority of the Provincial People's Council, the Provincial People's Committee is requested to synthesize for consultation and proposal, especially the mechanisms and policies to support housing for people, and submit them to the upcoming Provincial People's Council meeting. The ultimate goal is to strive to complete the construction and repair of storm-damaged houses for poor, near-poor, and disadvantaged households by November 2024.
Localities must urgently complete the assignment of sea surface areas; promptly assign aquaculture according to the planning; develop plans for forest fire prevention and fighting and cleaning up the marine environment; closely coordinate with forestry companies and relevant departments and branches to strictly manage the area of planted forests from the state budget.
The Standing Committee of the Provincial Party Committee requested the Provincial People's Committee to fully absorb the recommendations of localities to direct implementation, especially to provide additional funding to localities in need and eligible for support. Quickly deploy processes and procedures to overcome public investment projects under the responsibility of the provincial budget. Research, review and recommend the Provincial People's Council to issue additional mechanisms and policies based on the discovery of shortcomings from local practices. Assign the Provincial People's Council Party Delegation to conduct surveys and research with the Provincial People's Committee and localities to continue to develop mechanisms and policies to support people and businesses affected by storms under their authority. The State Bank and the Policy Bank continue to implement credit policies, closely coordinating with localities in confirming and appraising eligible dossiers.
The Standing Committee of the Provincial Party Committee also agreed with the proposal and recommendation of the Provincial Fatherland Front Committee on the second round of support from the mobilized and received support from organizations and individuals to provide additional support to forest owners who are households and individuals engaged in forestry production that suffered damage of 30% or more due to storm No. 3 to carry out forest cleaning and forest fire prevention; support part of the costs for owners of fishing boats and ships that are operating normally and have sunk, sunk, or been damaged by the storm but do not fully meet the support conditions according to Resolution 42 of the Provincial People's Council. At the same time, it is requested that the Provincial Fatherland Front direct the allocation of this support source for localities to promptly implement and complete in October 2024.
The Provincial Party Standing Committee also agreed that the review and implementation of mechanisms and policies to support people and businesses affected by storms will be carried out monthly.
Directing a number of key tasks next week, the Standing Committee of the Provincial Party Committee requested agencies, units and localities to focus on effectively implementing the conclusions of the Provincial Party Committee on implementing the goals and targets for 2024 and the entire 2020-2025 term. The Provincial People's Council Party Delegation, the Provincial People's Committee Party Committee and relevant agencies and units carefully prepare the contents to be presented at the 22nd Session of the Provincial People's Council. The XVI Congress Document Subcommittee focuses on building and completing the detailed outline of the political report of the XV Provincial Party Committee to be submitted to the XVI Provincial Party Congress to report to the Standing Committee and the Provincial Party Committee Executive Committee according to regulations...
On the same day, the Standing Committee of the Provincial Party Committee also listened to and gave opinions on the plan to review political standards to serve the personnel preparation for Party Congresses at all levels, towards the 16th Congress of the Quang Ninh Provincial Party Committee, term 2025-2030; the preparation contents for the Provincial Party Committee Standing Committee Conference and many other important contents.
