Speed ​​up site clearance and construction to ensure the project reaches its finish line on time

Deputy Minister of Transport Le Anh Tuan requested units to speed up the progress and complete the Ho Chi Minh City Ring Road 3 project on schedule. In particular, the Nhon Trach bridge connection section must be completed early to open to traffic on April 30, 2025.


On the afternoon of December 14, Deputy Minister of Transport Le Anh Tuan had a working session with the Management Board of Investment and Construction Projects for Transport Works of Ho Chi Minh City and Binh Duong; Vietnam Expressway Administration on the implementation status of the Ho Chi Minh City Ring Road 3 project through the two localities.

Output through Binh Duong only reached 6%

Reporting on the construction status of Tan Van Interchange (component 5 project of Ho Chi Minh City Ring Road 3 through Binh Duong province), Mr. Tran Hung Viet, Director of Binh Duong Province Traffic Construction Investment Project Management Board, said that up to now, the total output of the joint venture of contractors has reached 6.06% of the contract. The output of all contractors is behind schedule.

Of which, site clearance work has achieved about 87%; the site that needs to relocate assets on land is 8.5%; houses and assets in dispute are 4.5%.

Mr. Viet said that although the site clearance is not too much, it has greatly affected the construction of the joint venture of contractors. Currently, the main route of Ring Road 3 is stuck at 4 positions for overpass piers; both sides of National Highway 1 are stuck at 5 sections with 10 households; the parallel route is also stuck at 5 sections.

Not only the site, the construction of Tan Van intersection also has other difficulties such as the construction site is not continuous, the technical design must be adjusted due to changes in the construction geology. The geology at the bottom of the excavation is different in some sections, making the construction difficult. Technical infrastructure works on the route such as electricity, water, drainage systems, and optical cables have not been relocated; medium-voltage and low-voltage power lines crossing the route do not ensure safety when constructing bored piles; there is no dumping site...

With the above difficulties, the Binh Duong Provincial Traffic Department recommends that relevant units accelerate site clearance and relocation of technical infrastructure, have a specific roadmap for contractors to implement construction, ensuring progress according to the contract. At the same time, it recommends that technical design consultants prepare technical design drawings, adjust and estimate the arising costs to submit to competent authorities so that contractors have a basis to implement construction in accordance with the proposed progress...

For the section through Ho Chi Minh City, the Ho Chi Minh City Traffic Project Management Board said that the project has 14 construction packages, of which 10 main construction packages are being accelerated for the construction of bridges and tunnels on the route. The roadbed construction section treats weak soil by digging to replace soil with cajuput piles, CDM and PVD. The output is about 26% of the contract value.

The remaining four packages (for operation and exploitation) are being appraised and approved for design, and the implementation progress is following the progress of the main construction packages.

Regarding the site, the project section through Ho Chi Minh City has cleared 99.8% of the site, with 3 remaining cases not yet agreed to handover (Thu Duc City 1 case, Binh Chanh District 2 cases). The relocation of technical infrastructure (high voltage power lines) has also reached 4/7 locations, and the remaining locations are expected to be completed in December 2024.

The biggest difficulty of the Ring Road 3 project through Ho Chi Minh City is currently sand material. Accordingly, the total demand for sand for roadbed construction of the project is about 7.1 million m³, of which only about 1.3 million m³ has been brought to the construction site. Localities have actively supported to speed up the licensing procedures for sand mines supplying Ring Road 3, however, the completion progress has not met the project's requirements.

The Ho Chi Minh City Department of Transport requested the localities of Tien Giang, Vinh Long, and Ben Tre to urgently speed up related procedures to grant licenses to exploit sand mines for the project in December 2024.

Must be completed on schedule

Listening to reports from units as well as inspecting the construction site, Deputy Minister of Transport Le Anh Tuan said that the Prime Minister is very interested in the expressways connecting Long Thanh airport with economic development centers, especially Ho Chi Minh City.

Recently, the Prime Minister launched a competition to complete 3,000km of expressway before December 31, 2025. The Ring Road 3 project is one of the important routes, connecting regions, so it is expected to be completed soon, connecting synchronously with expressways and localities.

Based on the opinions of the units, Deputy Minister Le Anh Tuan requested the leaders of the People's Committees of Binh Duong province and Ho Chi Minh City to direct localities to speed up site clearance so that contractors and supervision consultants can have site, arrange human resources, equipment... to focus on construction, striving to complete before December 31, 2025.

According to the Deputy Minister, this is the time to end the 5-year term and begin preparations for the Party Congress - a major political event, so key projects must be completed on schedule to create a positive impression.

In addition, the Tan Van - Nhon Trach project strives to be completed by April 30, 2025 to celebrate the 50th anniversary of the liberation of the South. The project has been included in the program, so it must be completed with determination, so that people can travel conveniently, reduce traffic congestion, and share the load on the Ho Chi Minh City - Long Thanh - Dau Giay expressway.

Through the inspection, Deputy Minister Le Anh Tuan assessed that the units had relatively good coordination, helping the project to improve. However, he requested that the units proactively work with localities to resolve problems, especially construction materials. For items not related to sand materials, contractors were requested to focus on machinery and equipment and speed up construction.

According to the Deputy Minister, these items will help speed up disbursement for the project.

Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, said that the city accepted the Deputy Minister's direction and affirmed that it will continue to direct and request investors and contractors to maintain the set schedule. The common goal is that when Long Thanh International Airport is completed, Ho Chi Minh City's Ring Road 3 will ensure synchronous connectivity.

Mr. Cuong requested that the site clearance must be completed by December 2024. In addition, investors need to coordinate with contractors to adjust the construction plan, based on the site, construction conditions, weather conditions... to speed up and shorten the progress.

The Ho Chi Minh City Ring Road 3 project is 92km long, passing through 4 localities including Ho Chi Minh City, Dong Nai, Long An, and Binh Duong.

In particular, component project 1 (passing through Ho Chi Minh City) strives to basically complete the expressway section by the end of 2025, complete and put into operation in 2026. However, this project must implement some items of package XL1 (the scope of the intersection of Ring Road 3 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway) to synchronize with the completion progress of component project 1A of the Tan Van - Nhon Trach project, put into operation on April 30, 2025.

Component 5 project (section through Binh Duong province) completes package XL2 (Binh Chuan intersection), package XL4 (Binh Gui bridge) in December 2025; completes package XL3 (section from Binh Chuan to Saigon river) in September 2026; completes package XL1 (Tan Van intersection) in December 2026.

Component project 7 (section through Long An province) will complete the main expressway route in December 2025 and complete the entire project in 2026.

Component project 3 (section through Dong Nai province) will be completed and put into operation in 2026.
