Accelerate public investment disbursement from the beginning of the year

Da Nang City has just held a thematic conference to evaluate the results of disbursement of public investment capital plan, site clearance work in 2023 and deploy the plan for 2024.

Transfer leadership positions if delayed

According to Ms. Tran Thi Thanh Tam, Director of the Department of Planning and Investment of Da Nang City, in 2023, the total capital plan of the whole city includes the capital carried over from 2022 (288.93 billion VND) and the capital allocated according to the 2023 estimate (7,947.13 billion VND) of 8,236.06 billion VND. Of which, the local budget is 7,664.32 billion VND and the central budget is 571.74 billion VND.

Da Nang City allocated 100% of the capital plan assigned in 2023; By January 31, 2024, the disbursement reached 6,558 billion VND, equal to 82.5% of the assigned plan. In 2023, Da Nang held the inauguration ceremony and put into use many projects: Tuyen Son - Tuy Loan riverside road (section K5 + 226.59 - KM10 + 501 - from Cau Do - QL14B); upgrading and embellishing the city memorial and renovating and expanding March 29 Square (Monument item); Hoa Khanh - Cu De drainage canal, Khe Can drainage pipe; Renovation of Da Nang high-performance swimming pool; Hoa Lien water plant; Landscape, trees of the land area marked X1-X2 Phong Bac residential area...

In 2024, the People's Council and People's Committee of Da Nang City assigned a plan to disburse public investment capital of VND 8,881.2 billion. The target and expected disbursement of public investment capital according to the assigned budget in 2024 is nearly VND 8,000 billion (90% of the capital plan), estimated to account for 23.5% of the total investment capital implemented in the whole society and accounting for 5.4% of the total social product in the area (GRDP, current price), higher than in 2023 (4.9%).

In 2023, Da Nang City completed 42/202 projects, reaching 20.8%; completed 2,447/10,062 records, reaching 24.7% (up 9% over the same period in 2022); resolved resettlement arrangements for 562 households, with a total of 747 plots of land.

In the 2024 plan, group I/2024 has 65 projects, which are groups of projects and works in the list of key projects and driving forces to complete compensation and site clearance work in 2024. Group II/2024 has 39 projects, which are groups of projects and works to be implemented in stages according to construction progress in 2024 and 2025.

According to the Department of Natural Resources and Environment of Da Nang City, there are many reasons why the site clearance work is still slow in some projects, leading to the disbursement of public investment capital not yet reaching expectations. In light of this reality, the Department of Natural Resources and Environment of Da Nang City proposed that the People's Committee of Da Nang City soon develop a policy to resolve the sale, lease, and hire-purchase of houses in cases of housing construction on land that is not residential land and has not yet handed over the site at the projects.

At the same time, additional support is needed for cases of land use fee reduction due to the impact of construction of public works, national defense, security; support for house and architectural price depreciation for old projects. In particular, the People's Committee of Da Nang City needs to review and specifically identify projects that are behind schedule for more than 3 years due to subjective and objective reasons. From there, change the leaders in charge of the project from the district/county People's Committee leaders to specialized departments, transfer the positions of leaders of site clearance boards to avoid delays in consulting work...

Strengthen inspection and closely monitor progress

At the conference, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, highly appreciated the Da Nang City People's Committee for organizing the conference promptly at the beginning of 2024; clearly demonstrating the spirit of initiative, responsibility and determination to implement the public investment plan in the area in 2024...

Mr. Quang said that the results of public investment disbursement in Da Nang in 2023 were very low. Therefore, all levels, sectors and investors must make efforts, be determined and effectively organize and implement solutions to promote public investment disbursement as proposed in 2024. This is considered an important political task.

The Secretary of the Da Nang City Party Committee assigned the Party Committee of the Da Nang City People's Committee to strengthen inspection, monitoring, supervision, and strict control of the progress of implementation and disbursement of public investment capital in 2024. It is necessary to direct in a drastic, substantive, and realistic manner. At the same time, it is necessary to develop a plan and clearly define the timelines for implementing the disbursement of public investment capital. In particular, clearly define the responsibilities of the Heads of Departments, branches, sectors, and project investors to consider and handle the collective and heads of agencies and units if they fail to complete the assigned tasks.

Da Nang's public investment disbursement results in 2023 are very low.

The Party Committee of the People's Committee of Da Nang City urgently reports on raw material sources and mineral exploitation to ensure the management, exploitation and use of raw material sources to serve the construction of important and key projects.

At the same time, units and localities are required to carefully review among the 48 projects expected to start construction in 2024, to see if there are any difficulties or problems in the documents at this time, as well as the progress of site clearance work to serve these 48 projects...
