Promote the development of social housing projects

Recently, Lam Dong province officially held a groundbreaking ceremony for the construction of a social housing project for workers and laborers at Phu Hoi Industrial Park, Duc Trong district with a total investment of about 206 billion VND.

Lam Dong Department of Construction informed that the above project has a total land use area of 17,959 ^m2 , including 4 5-storey apartment blocks, providing 303 social housing apartments and 68 commercial apartments.

Once completed and put into use, the project will solve the housing needs of about 1,500 workers and laborers working in Phu Hoi Industrial Park and low-income people in Duc Trong district.

This is an important project, opening the way for the goal of building 2,980 social housing units in the 2021-2030 period in Lam Dong province.

Recently, Lam Dong province has identified the task of developing social housing and workers' housing as one of the important contents of Lam Dong province's socio-economic development policy.

To implement this, the Provincial People's Council issued a resolution and the Provincial People's Committee issued a decision according to regulations on the "Housing development program in the province for the period 2011-2020, the period from 2021-2025 and orientation to 2030"; Housing development plan of Lam Dong province for the period 2021-2025 and Housing development plan of Lam Dong province in 2023.

Accordingly, in the 2021-2030 period, Lam Dong province is focusing on implementing the goal of building about 2,980 social housing units (of which, housing for workers is about 500 units), accounting for 0.3% compared to the Project on Investment in Construction of 1 million social housing units according to the Project "Investment in construction of at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period" of the Government.

Director of Lam Dong Department of Construction Le Quang Trung stated that over the years, the Party and State have always paid attention to and identified the issue of housing for people as a key task in socio-economic development, especially promoting the development of social housing to address the housing needs of low-income earners and workers in industrial parks.

Under the strong direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and the Vietnam Fatherland Front Committee of Lam Dong province, the Department of Construction was assigned to preside over and coordinate with local departments, branches and sectors to actively organize and implement the construction of social housing, and up to now, the Provincial People's Committee has approved the project investment policy to officially hold the groundbreaking ceremony for the project "Social housing for workers and laborers in Phu Hoi Industrial Park, Duc Trong district" invested by An Binh Housing Investment Joint Stock Company.

According to the provincial Department of Planning and Investment, social housing in the province is mainly concentrated in Da Lat City. Currently, Da Lat City has 3 projects with a total supply of 318 apartments that have been completed and put into use.

In the 2021-2025 period, Lam Dong province plans to implement 12 social housing projects. Of which, departments, branches and localities are being assigned to focus on completing investment procedures and constructing 3 projects.

In addition to the housing project for workers and laborers in Phu Hoi Industrial Park, Duc Trong District, invested by An Binh Housing Investment Joint Stock Company, which started construction on June 23, the Social Housing Project in the planning area 5B - CC5 in the Residential - Resettlement Area 5B, Ward 3 and Ward 4 (Da Lat City) is currently being prepared by the People's Committee of Da Lat City to bid to select investors.

This project has a scale of 480 houses (420 social houses and 60 commercial houses). In addition, the Kim Dong Housing Project (Ward 6, Da Lat City) is having its investor's capacity profile appraised by the Department of Planning and Investment. This project will provide 94 social houses.

In addition to the above 3 projects, Lam Dong Department of Construction is coordinating with other departments, branches and localities to continue calling for investment and speed up the implementation of Sao Nam Social Housing Project, Ward 11, Da Lat City (520 houses) and the worker housing project in Loc Son Industrial Park, Bao Loc City (450 houses).

However, the current difficulty and problem, according to the Department of Construction, is the land fund for developing social housing.

According to Decree No. 49/2021/ND-CP dated April 1, 2021 of the Government, investment projects in the construction of commercial housing and urban areas with a land use scale of 2 hectares or more in special and type I urban areas must reserve 20% of the total residential land area invested in the construction of technical infrastructure systems for the construction of social housing.

Because the scale of 2 hectares is relatively small (equivalent to about ^6,000m2 - 8,000m2 ^of residential land in the project), this regulation can easily lead to not creating a spacious, unified, modern appearance in the urban area associated with the organization of providing urban services suitable to the income of urban population groups.

Therefore, the Department of Construction has recently proposed that the Ministry of Construction study adjustments: investors of commercial housing investment projects are allowed to transfer 20% of the land fund for social housing construction to another location or fulfill financial obligations for this land fund.

To increase the supply of social housing in the province, the Department of Construction proposed that the Provincial People's Committee strictly implement the regulation on reserving 20% of land fund invested in technical infrastructure in commercial housing projects and urban areas for social housing development.

At the same time, urge investors to build social housing on this land fund on schedule.

With the set goals, Lam Dong province is focusing on accelerating the planning and approval of detailed plans for social housing construction, as well as organizing compensation and site clearance, approving investment policies, and making a list to call for and select investors according to regulations.
