Implementing the direction of General Secretary and President To Lam during his visit and working session with Quang Tri province from October 15-16, 2024 to support and create conditions to promote the potential and advantages to promote the socio-economic development of Quang Tri province quickly and sustainably, the Ministry of Transport (MOT) has just concluded on the proposals of Quang Tri province in implementing transport infrastructure investment projects, trying to focus on maximum solutions to support the development of Quang Tri province. The province is focusing on implementing important tasks related to this conclusion.

Director of Quang Tri Department of Transport Tran Huu Hung said that the Ministry of Transport has given specific and close instructions to promote investment and create favorable conditions for socio-economic development in a number of recommendations from the industry and the province. Regarding the Cam Lo - Lao Bao Expressway Project, the Ministry agrees with the province's proposal to recommend competent authorities to increase the proportion of state capital (central and local capital) to ensure feasibility. The Ministry will closely coordinate with the province in reporting to competent authorities to allocate central capital in the medium-term public investment plan for the period 2026-2030 for the locality to implement the project. The province is requested to continue reviewing and completing the Pre-Feasibility Study Report under the public-private partnership method under the direction of the Prime Minister, in accordance with the provisions of the Law on Investment under the public-private partnership method and relevant laws.
Regarding the National Highway 15D Construction Investment Project, this is an important trade route between Vietnam and some provinces of Laos and Thailand on PARAEWEC, playing an important role in promoting the economy of Quang Tri as well as the development of the region. Therefore, the 14km long section 1 from My Thuy seaport to National Highway 1, the Ministry of Transport, Quang Tri province, in coordination with the Vietnam Road Administration and related units, will complete the procedures to upgrade this section to a national highway; closely coordinate with the ministry to report to competent authorities to arrange capital in the medium-term public investment plan for the period 2026-2030 to invest in expanding the route according to the plan to exploit the potential of My Thuy seaport under construction.
Section 2 from National Highway 1 to Cam Lo - La Son Expressway, 8km long, the Ministry of Transport has agreed to use central budget capital for implementation. The Ministry will closely coordinate with the Ministry of Planning and Investment and the Ministry of Finance to report to competent authorities for consideration and arrangement of increased revenue in 2024 for construction investment. Section 3 from Cam Lo - La Son Expressway to Ho Chi Minh Road, West Branch, about 34km long, the Ministry of Transport requests Quang Tri province to proactively and promptly complete the Pre-Feasibility Study Report under the public-private partnership method as directed by Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 1136/TTg-CN dated November 21, 2023; during the implementation process, the Ministry will closely coordinate with the province to deploy the project.
Section 4 runs along the Ho Chi Minh Road, West Branch, about 24km long, remaining in its current state. For this section, the Ministry has requested the Vietnam Road Administration to prioritize funding for repairing and maintaining the road to ensure smooth and safe traffic. Section 5 is from the Ho Chi Minh Road, West Branch to La Lay International Border Gate. Currently, the Ministry has assigned the Vietnam Road Administration to prepare a report proposing the project investment policy as a basis for reporting to competent authorities to allocate funding for implementation in the 2026-2030 period.
According to the Department of Transport, regarding the investment in the construction of Dakrong suspension bridge at km249+824 of the West branch of Ho Chi Minh road, the Ministry has agreed to build a new Dakrong bridge to replace the old bridge that has deteriorated. The Ministry has proposed that the competent authority consider investing in the project from the capital source of the medium-term public investment plan for the period 2026-2030. In the immediate future, the Ministry will assign the Vietnam Road Administration to inspect and evaluate the exploitation capacity and propose solutions to ensure safety for people and vehicles before building the new bridge.
Regarding the investment project to upgrade and expand National Highway 9 from Cua Viet Port to National Highway 1 (Song Intersection), the Ministry of Transport has reported to the Prime Minister for consideration and decision to stop implementing the project from the WB source in accordance with regulations. After receiving instructions from the Prime Minister, the Ministry will complete the procedures to continue implementing the investment in the route in the medium-term public investment plan for the period 2026-2030. In particular, the Ministry also requested the province to direct the investor and localities to focus on completing the site clearance work of the Eastern Bypass Project of Dong Ha City as soon as possible, speeding up the construction progress of the project items to complete on schedule.
The Ministry of Transport has also assigned the Maritime Project Management Board to prepare a report proposing the investment policy for the project "Improving and upgrading the sand protection dyke system of Cua Viet channel" as a basis for reporting to competent authorities to allocate capital in the medium-term public investment plan for the period 2026-2030 for implementation. Regarding the dredging of Cua Viet channel, the Vietnam Maritime Administration is required to implement according to the approved plan to complete in 2025. The Ministry requests Quang Tri province to coordinate with the Vietnam Maritime Administration to implement this work in the form of socialization from 2026.
Acting Chairman of the Provincial People's Committee Ha Sy Dong said that the conclusion of the Ministry of Transport on the proposed projects for investment in transport infrastructure is consistent with the socio-economic development orientation of the province and the region. In the above transport infrastructure projects, the Provincial Party Committee Standing Committee agreed to request the Provincial People's Committee to direct units to urgently implement the National Highway 15D project, the 8km long section connecting National Highway 1 with the Cam Lo - La Son expressway in the direction of separating the independent site clearance project, advancing funds to support site clearance, and completing procedures for project approval in December 2024. If approved by the Prime Minister in early capital allocation, construction will begin in early 2025, striving to complete by the end of 2025.
