Investing 1,875 billion VND to expand Cao Bo expressway section

The 15.24 km long North-South Expressway section from Cao Bo to Mai Son will be upgraded and expanded to a scale of 6 lanes with a design speed of 120 km/h.

This is one of the contents in Decision No. 600/QD-GTVT approving the investment in the North-South Expressway expansion project in the East, Cao Bo - Mai Son section.

Accordingly, the North-South Expressway Expansion Project in the East, Cao Bo - Mai Son section, invested by the Ninh Binh Department of Transport, has its starting point connecting with the Cau Gie - Ninh Binh Expressway in Yen Bang Commune, Y Yen District, Nam Dinh Province; its end point connecting with the Mai Son - National Highway 45 Component Project, in Mai Son Commune, Yen Mo District, Ninh Binh Province.

The total length of the North-South Expressway Expansion Project, Eastern section, Cao Bo - Mai Son, is approximately 15,245 km.

The project will upgrade the Cao Bo - Mai Son section with 4 limited lanes to reach the level of a 100-120 expressway, with a design speed of 100-120 km/h; invest in expanding 2 lanes on the left side of the existing road, with a roadbed width of 15.25m (ensuring a completed scale of 6 lanes, roadbed width of 32.25m).

The project also builds additional bridge units on the left side of the route for 4 bridges (Cao Bo bridge, Cam bridge, Highway 10 overpass, Quan Vinh bridge); for 3 bridges (Nam Binh bridge, Dong Thinh bridge, Mai Son bridge) that have been invested in, ensuring the scale of 6 lanes remains the same as the current status.

Because the divergence phase has completed the investment in 3 interconnecting intersections (Cao Bo, Khanh Hoa, Mai Son), the Project only designs connecting branches of the intersections on the left side of the route, ensuring the appropriate scale of 6 lanes, adding a U-turn branch after the vehicle load inspection station.

As for Cao Bo intersection, which has been put into operation since 2012, the road surface has shown signs of damage. An additional layer of asphalt concrete will be laid on the intersection branches to ensure smooth and safe traffic during operation.

With the above investment scale, the Project has a total investment of VND 1,875,616 billion, of which construction cost is VND 1,354,262 billion; equipment cost is VND 100,679 billion; project management cost is VND 14,83 billion; construction investment consulting cost is VND 56,715 billion; other costs are VND 73,272 billion; contingency cost is VND 275,858 billion.

In Decision No. 600, the Ministry of Transport set the project implementation schedule to be completed in 2027.

Investment capital for the Project will mobilize the central budget (the 2021 - 2025 period is assigned by the Prime Minister to supplement the medium-term public investment plan of the central budget capital for the 2021 - 2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 and is expected to be arranged for transition in the medium-term public investment plan for the 2026 - 2030 period).

Ninh Binh Department of Transport is assigned to exercise the rights, obligations and responsibilities of the investor in organizing the establishment, appraisal and approval of the design to be implemented after the basic design, selecting contractors to implement the project in compliance with regulations; implementing project investment supervision and evaluation in accordance with legal provisions; taking full responsibility before the law and the Minister of Transport in the process of project management and implementation, ensuring compliance with the provisions of the law on public investment, the law on construction, the law on bidding and other relevant legal provisions.
