Deputy Prime Minister Le Van Thanh's mark on 2 "key of key" projects

(Dan Tri) - Deputy Prime Minister Le Van Thanh urged the progress of Long Thanh airport, once asserting that this project is "the most important of the important", not allowing any delay.

After more than 2 years as Deputy Prime Minister (from April 2021 to present), Mr. Le Van Thanh has given many important and drastic directions for key transport projects.

He serves as Head of the Government's Steering Committee for the implementation of the North-South Expressway Construction Project in the East and the Long Thanh International Airport Project.

Long Thanh Airport Project

Deputy Prime Minister Le Van Thanh has inspected and urged the construction progress of Long Thanh airport project many times. He once emphasized: This is a national key project, no delay is allowed. The apparatus works day and night, any problems must be reported immediately so that the project can be completed by 2025. Up to now, the project is still following the target of completion by 2025.

At the most recent meeting on the progress of this airport (April 2022), Deputy Prime Minister Le Van Thanh emphasized that "we must be extremely responsible to complete the work in 4 years. From the construction site as well as the site clearance, if we delay one thing without seeing it, it will take years. This is a national "key of key" project with very high requirements, absolutely cannot be missed".

Mr. Le Van Thanh also assessed that the Chairman and Vice Chairman of Dong Nai Provincial People's Committee both went to the construction site to direct the site clearance work; the leaders of Vietnam Airports Corporation (ACV) were also directly at the construction site to manage this, which was very good for the smooth operation.

For ACV, the Deputy Prime Minister instructed that it is necessary to continue promoting the construction site's spirit and build a progress gantt line (a type of horizontal bar chart used to show the start date and completion time of each task in a project - PV) for all work of the entire airport.

The project management board must closely monitor, the contractor must commit to ensuring the progress of each task and pay special attention to the quality of the project. "Absolutely no personal gain, resolutely fight against negativity", Mr. Le Van Thanh once said.

For the Long Thanh Airport Project Management Board, the Deputy Prime Minister also specifically instructed to strengthen supervision of contractors, ensure that construction meets quality requirements, and that construction quality must be given top priority. Weak contractors and contractors with slow construction progress must be replaced. Regarding investment capital, there must be absolutely no shortage of capital.

North-South Expressway Project East

In mid-June 2022, speaking before the National Assembly, Deputy Prime Minister Le Van Thanh stated that in the spirit of the 13th National Congress Resolution and the 10-year Socio-Economic Development Strategy 2021-2030, the Government set a target of completing 3,000km of expressways by 2025 and 5,000km of expressways by 2030.

In particular, the 2021-2025 period will focus on a number of major expressway projects such as the 729km-long Eastern North-South Expressway (approved by the National Assembly at the extraordinary session in January 2022), striving to be completed in 2025.

For the Eastern North-South Expressway, the Deputy Prime Minister directed to shorten investment procedures from 2-3 years to 1-2 years.

The North-South Eastern Expressway for the 2017-2020 period was approved by the National Assembly in 2017, and investment procedures will be implemented until 2021 before construction begins. The North-South Eastern Expressway project for the 2021-2025 period was approved by the National Assembly in January 2022, but will start construction simultaneously at the end of 2022.

As a result, 12 similar North-South Expressway component projects in the East were started on the morning of January 1, 2023. This achievement was partly due to the determination of the Deputy Prime Minister, with the spirit that "construction contractors who do not meet the requirements must be transferred and replaced immediately. Management boards that do not complete their tasks, cause delays, and do not ensure quality must also be replaced".

The Deputy Prime Minister also stated clearly that "there will be no delay in any progress" and "we must do it right to be able to do it quickly".
