Since June 23rd when we arrived, people living in the two resettlement areas of Dong Hon and Xuan Phuong 3 in Quang Chau Ward (Sam Son City) have continued to suffer from the second wave of water shortages in less than a week. This is a remote area with incomplete infrastructure. People have only been living there for a few months to more than a year, so the frequent water shortages have caused more and more consequences.
By noon on June 23, water continued to be lost at Dong Hon and Xuan Phuong 3 Resettlement Areas, Quang Chau Ward (Sam Son).
It is worth mentioning that the cause of the water outage was due to some excavators working on the foundation of a new resettlement area nearby, causing the pipeline system to break. However, the problem was not fixed in a timely manner, and there were even signs of irresponsibility on the part of the construction contractor and related parties, causing the people to "suffer the consequences".
According to local residents, the water shortage had been occurring since June 19. It was thought that the contractor who broke the pipe and the water supply unit of Sam Son City would fix the problem immediately, but it took 3 days to fix it.
No water for many days has turned people's lives upside down.
Mr. Do Huu Hung, Xuan Phuong 3 Resettlement Area, lamented: “In the first phase, there was no water for daily use for 3 days, right during the extremely hot weather, which turned life upside down. Water for cooking could be obtained by the village, but bathing and washing were difficult. Not to mention sanitation activities, no water to flush, causing pollution in the house…”
In the neighboring Dong Hon Resettlement Area, the head of the household, Nguyen Huy Nam, currently has 9 people living in a 2-storey house, including 2 grandparents, 2 couples with children and 3 young children. The water outage happened right when the children were on summer vacation at home with their grandparents, making the family's life even more miserable. "The discarded clothes pile up, and when there's a lot, the family takes them to wash at relatives' houses. Every night, our whole family drives to our in-laws' house in Quang Tho ward to take a bath, usually returning home at 9-10 pm, which is very inconvenient," said Mr. Nguyen Huy Suc, Nam's father.
Ms. Le Thi Lam, Dong Hon Resettlement Area, is upset with the slow repair of the broken water pipe by the relevant parties.
Ms. Le Thi Lam, 52 years old - a resident of Dong Hon resettlement area also expressed her dissatisfaction: "During the first water outage, we called both the water plant and Mr. Vinh - the person assigned by the Sam Son City Construction Investment Project Management Board to manage Dong Hon Resettlement Area, but received inconsistent answers. At times, they said the water outage was due to a power outage, so the pressure boosting system could not run, then they said that the excavator working on the ground nearby broke the pipe. The repair work was slow to be implemented, but a water bill collector said that the residents of the two areas must be responsible for contributing to the cost of repairing the pipes. According to regulations, we are only responsible for repairing if the water pipe is broken behind the meter, while the outside belongs to the investor of the ground and the contractor who broke the pipe must be responsible for connecting with the water plant to repair it. In reality, the responsibility of the parties involved is not high, so the repair cannot be timely."
On June 22, the water supply was restored successfully. However, the joy did not last long. On the morning of June 23, the pipeline broke again due to an excavator. And, the water outage continued for the second time. In front of reporters, people called both the water plant and the Sam Son City Construction Investment Project Management Board and were told that they were working to reconnect. The question of when the repairs would be completed to bring clean water back to the people was left unanswered (!?).
Dong Hon and Xuan Phuong Resettlement Areas currently have nearly 40 households living there - families who have agreed to resettle to build the coastal road project through Sam Son City.
It is known that the two resettlement areas of Xuan Phuong 3 and Dong Hon currently have nearly 40 resettled households. These are families who have lived for many generations in the neighborhoods of An Chinh, Xuan Phuong, Chau Giang, Chau Tranh of Quang Chau ward, and have volunteered to be the first to resettle to give land to the state to build the coastal road project.
Speaking to Thanh Hoa Newspaper reporters, Mr. Dinh Van Hai, Vice Chairman of Quang Chau Ward People's Committee, said: "The ward has been aware of the long-term water shortage in the two resettlement areas of Xuan Phuong 3 and Dong Hon. The cause is due to excavators working on the ground nearby breaking the pipeline. Right from the first time when people reported, I myself went down to check, called and sent a document to the water plant and the Management Board of Sam Son City Construction Investment Project. However, the remediation is beyond the ward's authority because this ground has not been handed over, the responsibility belongs to the management board and the contractor who broke the pipeline."
As if to prove to us the efforts of Quang Chau ward, Mr. Dinh Van Hai also called an officer of the water plant named Cuong, who said that he was trying to fix it, but also asked the unit that broke the pipeline to take more responsibility. In Mr. Hai's personal opinion, the unit that damaged the pipeline must bear the cost of repair, along with the shared responsibility of the related parties, especially the Management Board of the Sam Son City Construction Investment Project.
Quang Chau Ward has sent a written request to superiors and relevant parties about the long-term water outage incident.
People still do not know when water will be restored to the people and what the responsibilities of the parties involved will be. Thanh Hoa Newspaper will continue to inform about new developments in the matter.
