Since the beginning of the 2020-2025 term, implementing Directive No. 33, dated March 18, 2019 of the Secretariat on the work of building party and mass organizations in non-state enterprises (SOEs), the Standing Committee of the Provincial Party Committee has established the Provincial Steering Committee 80.
At the same time, the project on the consolidation and arrangement of party organizations in enterprises and 9 Decisions, 1 Conclusion, 2 Official Dispatches, 2 Notices, 4 Plans... were issued to lead, direct and organize implementation. Party committees, authorities and socio-political organizations at all levels have focused on implementation and achieved many results.
Sharing from business committee
Transferred from the Provincial Enterprise Party Committee to the Hoi An City Party Committee in September 2013, the Quang Nam Transport Construction Joint Stock Company Party Cell currently has 14 party members. Although the business's operations have encountered certain difficulties in each planning year, the Party Committee has always paid attention to the leadership and direction of building and improving the quality of party and mass organizations.
Mr. Truong Hoai Hanh - Deputy Secretary of the Party Cell of Quang Nam Transport Construction Joint Stock Company shared that, on the basis of firmly grasping the Party's viewpoints and innovation guidelines and creatively applying them to the unit's practice, the Party Committee and Party Cell of the company have consolidated the organizational apparatus, properly demonstrating the function of a grassroots Party Cell in a private enterprise, being the political nucleus leading Party members and organizations in the enterprise.

Equitized in April 2007, Quang Nam Printing - Publishing and School Equipment Joint Stock Company currently has 119 employees and 28 party members. Sharing experiences in Party building at enterprises, according to Ms. Nguyen Thi Le Huyen - Party Cell Secretary of Quang Nam Printing - Publishing and School Equipment Joint Stock Company (under the Tam Ky City Party Committee), clearly recognizing the importance of grassroots Party Committee members, in recent years, the Party Cell has proactively coordinated with the government on Party Committee personnel and personnel work.
Strengthening training and fostering to improve professional qualifications, political theory and Party building skills. Currently, 100% of Party cell members meet or exceed the standards in professional qualifications, skills and state management knowledge according to regulations.
Demonstrate the role of core leadership
Dien Ban town has 1,072 non-state enterprises (NSOs), attracting 42,917 workers. Currently, the whole town has 6 grassroots Party cells of NSOs, with 86 party members, of which 12 party members are directors and deputy directors of enterprises.
Mr. Tran Hai Van - Standing Deputy Secretary of Dien Ban Town Party Committee said: "In the past time, for enterprises with party organizations, there have been no strikes, work stoppages, protests or complaints from workers. Thanks to that, it has contributed to stabilizing political security and social order and safety in the town."
After 3 years of implementing Directive No. 33, dated March 18, 2019 of the Secretariat, the Standing Committee of the Provincial Party Committee assessed that the awareness of Party committees at all levels, cadres, party members, business owners and employees about the policy of establishing party organizations and socio-political organizations in state-owned enterprises has been raised.
Most party organizations demonstrate their role as political cores, leading businesses to effectively build and implement production and business tasks, with revenue each year higher than previous years.
The Party Committee has led the enterprise to fulfill its obligations to the State and take good care of the rights of workers, and fulfill its social responsibility to the locality where it is located.
Strengthening the work of building the Party and mass organizations in state-owned enterprises is a very urgent requirement in the new situation; accordingly, the Steering Committee of 80 provinces organized a thematic workshop "Current situation and solutions for building and developing party organizations and socio-political organizations in state-owned enterprises".
On that basis, the Provincial Party Standing Committee issued Directive 48 dated June 27, 2024 to continue implementing 8 groups of breakthrough solutions and assigning specific tasks to each relevant provincial unit.
Up to now, party committees at all levels have continued to consolidate and establish steering committees for building party organizations and socio-political organizations in state-owned enterprises at the district level. They have also mobilized state-owned enterprises to establish party organizations, trade unions, and youth unions, with initial progress (two party cells have been established).
According to Provincial Party Secretary Luong Nguyen Minh Triet, Party committees and grassroots party organizations and the direct superiors of grassroots party organizations assign committee members and cadres to be in charge of party organizations in state-owned enterprises; together with the authorities and socio-political organizations at the same level, proactively increase meetings, contacts, and dialogues with business owners to grasp the situation.
Thereby promptly removing difficulties and obstacles, creating consensus in the establishment and organization of activities of party organizations and socio-political organizations in state-owned enterprises in the area.
Focus on leading and directing the consolidation and improvement of the quality of activities of party organizations and socio-political organizations; actively develop party members, union members, and association members in state-owned enterprises. In difficult areas, cadres and party members of higher-level Party Committees can be sent to work with party organizations in enterprises, acting as the nucleus to build and improve the leadership capacity of party organizations.
Head of the Provincial Party Committee's Organization Department Nguyen Chin said that party organizations in state-owned enterprises account for a very modest proportion. Compared to 1,119 grassroots party organizations in the whole province, there are only 45 grassroots party organizations in state-owned enterprises, with 776 party members.
Compared to the number of enterprises, the province currently has nearly 9,000 enterprises, but only 0.5% of these enterprises have party organizations. Due to the lack of party organizations, there have been many complicated situations regarding ideology and social order and safety in the enterprise sector that have been slow to be detected and handled promptly.
