On the afternoon of December 26, the Uong Bi City Party Committee held a conference to review the work tasks in 2024 and deploy directions and tasks in 2025. With the spirit of solidarity, innovation, proactiveness, creativity, determination, and flexibility, in 2024, the Uong Bi City Party Committee achieved and exceeded 16/17 targets set out in the Resolution (of which 8 targets were exceeded, 8 targets were met, and 1 target was not achieved, which was not ensuring forest cover due to the impact of storm No. 3)...
The work of building and rectifying the Party and the political system was comprehensively strengthened. The economy maintained its growth momentum; the added value of all economic sectors met the set targets. The average GDP per capita exceeded the plan by 5%, higher than the provincial average. The state budget revenue for the city's revenue task reached 810 billion VND, exceeding the provincial and municipal plan and increasing by 30% over the same period. Administrative reform and improvement of the investment and business environment were focused on; maintaining the top position with important indicators; businesses' trust in the government was raised.
In addition, the city has completed zoning plans in the area. This is an important legal basis for organizing the implementation of land use planning and attracting investment.
In 2024, facing the impacts of storm No. 3, the entire political system, people, armed forces, and local authorities took responsibility and determined to overcome the damage and quickly return activities to normal.
Cultural, social and human development has made progress in many aspects. The fields of education and training, health care, labor and employment continue to receive attention and have many bright spots. Local defense and military work is ensured; political security, social order and safety are maintained, and society is stable.
Speaking at the conference, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation acknowledged and commended the achievements of the Uong Bi City Party Committee in 2024. Regarding the direction and tasks for the coming time, he requested the Uong Bi City Party Committee to continue to strengthen the work of building and rectifying the Party and the political system in terms of politics, ideology, and ethics; consolidate and improve the quality of grassroots party organizations and party members; strictly implement Regulation No. 144-QD/TW, dated May 9, 2024 of the Politburo "on revolutionary ethical standards of cadres and party members in the new period". At the same time, the city needs to promote the responsibility of Steering Committee 35 at all levels; continue to effectively implement the model of "four good party cells", "four good grassroots party committees".
The City Party Committee needs to focus on successfully implementing Party Congresses at all levels towards the 21st City Party Congress, making achievements to welcome the 16th Provincial Party Congress and the 14th National Party Congress; carefully preparing quality congress documents; in which, the Congress Political Report must be methodically, scientifically, comprehensively, with focus, key points, clear breakthroughs and high feasibility, and can be deployed immediately after the congress is held.
At the same time, resolutely innovate and rearrange the political system's apparatus to be "streamlined - compact - strong - effective - efficient - effective" in accordance with the direction of the Central Committee, the Provincial Party Committee and the Provincial Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW; focus on restructuring and improving the quality of the staff to ensure stability and succession, associated with preparing staff for the next term.
Continue to improve the effectiveness of citizen reception, handling of people's suggestions, reflections, complaints and denunciations, especially those related to suggestions from enterprises. Strengthen discipline and administrative discipline along with motivating, encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; resolutely and effectively overcome the situation of avoidance, shirking, fear of mistakes and fear of responsibility; improve the effectiveness of inspection, supervision, control, prevention and combat of corruption, waste and negativity.
The Deputy Secretary of the Provincial Party Committee requested Uong Bi City to urgently review, have fundamental solutions, focus on leadership and direction with high determination, great efforts, and drastic implementation to complete the targets and tasks of the 2020 - 2025 term. At the same time, build development goals commensurate with the potential and strengths of the locality, in order to contribute to the common development goals of the whole province; create a solid foundation for Quang Ninh to firmly join the whole country in entering a new era, the era of national growth.
Continue to mobilize all resources, diversify investment forms to build a synchronous, interconnected, and comprehensive infrastructure system according to approved plans and projects, effectively combining investment from the state budget and attracting non-budget investment. On the other hand, urgently review, evaluate, and complete the missing criteria and targets for a type II urban area in combination with reviewing the criteria and targets for a type I urban area, striving to make Uong Bi a type I urban area before 2030. Focus on removing difficulties and obstacles, and thoroughly carry out site clearance for public investment projects and non-budget investment projects, especially the key and driving projects of the province and city.
In addition, continue to effectively implement the Master Plan for developing city tourism products. Promote investment attraction for international-class tourism and service projects associated with heritage economic development. Pay attention to and focus on training human resources to enhance the application of digital transformation with big data technology, artificial intelligence, virtual reality in the work of preserving, embellishing and promoting the value of local cultural heritages in the context of integration and be ready to prepare a solid mindset, an overall strategic plan when Yen Tu is honored as a world heritage, thereby striving to build Uong Bi City into a Heritage City in the future.
Uong Bi City needs to accelerate the disbursement of public investment capital from the beginning of 2025, associated with improving the quality of projects and works, especially for important projects, key works, works to welcome Party congresses at all levels. At the same time, pay attention to taking care of cultural, social and human development, ensuring social security, welfare, progress and equity, improving the quality of people's lives associated with effectively implementing Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee "On building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development". At the same time, build advanced models in movements, in all fields.
Regarding the immediate tasks, the city prepares well for the Lunar New Year of At Ty, pays attention to visiting, encouraging, giving gifts, and taking care of Tet for families with meritorious services, people with meritorious services, poor households, and difficult cases, etc. to ensure that everyone and every family can celebrate Tet happily, healthily, warmly, happily, and safely, leaving no one behind. Step up the peak period of attacking and suppressing crimes, law violations, and social evils, ensuring security and order before, during, and after Tet; absolutely must not be negligent, subjective, or lose vigilance.
