To realize this goal, the Congress identified 5 growth pillars, 3 breakthroughs and 7 main tasks and solutions. Immediately after the Congress, the Provincial Party Executive Committee concretized the Resolution of the 20th Provincial Party Congress and the Resolution of the 13th National Party Congress into 7 Action Programs; at the same time, established Steering Committees to synchronously implement the contents.
Thanks to the strong leadership and direction of Party committees and authorities at all levels and the synchronous and effective participation of the entire political system, Binh Dinh province has achieved many important results: The economy continues to grow steadily, with GRDP in 2020 increasing by 3.61%, budget revenue reaching 12,187 billion VND; by 2024, GRDP is estimated to increase by 7.78%, budget revenue is estimated to reach 15,615 billion VND. The cultural and social fields have many positive changes, social security is ensured, people's lives are basically stable and increasingly improved. National defense and security are consolidated, social order and safety are maintained, the political system is constantly improved and its operational efficiency is improved. These achievements have important contributions from the inspection and supervision work implemented by Party committees, Party organizations and Inspection Commissions at all levels; thereby ensuring consistent leadership and promoting the comprehensive development of the province.
Right from the beginning of the 2020-2025 term, the Provincial Party Committee and the Provincial Party Committee Standing Committee have paid special attention to leading, directing and promptly implementing documents of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission on inspection, supervision and discipline enforcement of the Party; thereby proactively concretizing, amending, supplementing and promulgating regulations, rules, projects and instructions on inspection and supervision work; promptly adjusting and supplementing the inspection and supervision program in accordance with the actual situation and the leadership and direction requirements of the Party Committee.
From the beginning of the 2020-2025 term to now, Party committees and organizations at all levels have inspected 3,334 Party organizations and 120,853 Party members; supervised 1,945 Party organizations and 3,376 Party members. Inspection Commissions at all levels have proactively detected and inspected 34 Party organizations and 202 Party members (including 123 Party Committee members) when there were signs of violations, concluded that violations were necessary and disciplined 7 Party organizations and 101 Party members; inspected 2,513 Party organizations performing the task of inspection, supervision and enforcement of Party discipline; supervised 1,221 Party organizations and 1,551 Parties; resolved denunciations of 6 Party organizations and 60 Party members (of which 10 Party members had to be disciplined); resolved disciplinary complaints of 05 Party members; Inspected 31 party organizations in the management and use of party budgets and 1,624 party organizations in the collection, payment, management and use of party fees. Competent authorities disciplined 05 party organizations and 847 party members in various forms.
In addition, the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, and the Provincial Steering Committee for Anti-Corruption and Negativity have directed the Provincial Party Committee's Inspection Commission to coordinate with relevant agencies and units to complete inspections when there are signs of violations under the supervision and direction of the Provincial Steering Committee for Anti-Corruption and Negativity with the following contents: Violations in the implementation of construction packages for traffic works and forest land allocation. The Provincial Party Committee Standing Committee has disciplined 01 Party member by removing all positions in the Party for the 2015-2020 term, 02 members of the district-level Party Executive Committee; proposed and competent authorities to discipline 01 Party member by expelling him from the Party. The Provincial Party Committee's Inspection Commission disciplined 08 Party members; directed relevant Party committees and organizations to consider and discipline 02 Party members ...
The results achieved in the inspection and supervision work in the past time have contributed to improving the leadership capacity, fighting strength of the Party, solidarity, unity, ensuring democracy, maintaining Party discipline and order; preventing and stopping the degradation of political ideology, ethics, and lifestyle of cadres and Party members; actively contributing to the successful implementation of the targets, tasks, and solutions set forth in the Resolution of the 20th Provincial Party Congress.
To improve quality, To effectively carry out the Party's inspection, supervision and discipline work in the coming time, the Provincial Party Committee and the Provincial Party Committee Standing Committee have determined to focus on leading and directing the implementation of the following key tasks and solutions:
Firstly, focus on leading and directing Party committees, Party organizations, and Inspection Commissions at all levels to do a good job of inspection and supervision to serve Party congresses at all levels, the 21st Provincial Party Congress, towards the 14th National Congress of the Party; promptly and thoroughly resolve complaints and denunciations against Party organizations and Party members, especially cases related to personnel for congresses at all levels for the 2025-2030 term. At the same time, direct the drastic implementation and completion of the arrangement of the apparatus and personnel work according to Conclusion No. 09-KL/TW, dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee - Some issues on continuing to innovate and arrange the apparatus of the political system to be streamlined, effective and efficient.
Second , continue to thoroughly grasp and seriously implement the Central Committee's documents related to the Party's inspection, supervision and discipline work. Party committees and organizations at all levels must uphold their responsibility in leading, directing and organizing the implementation of inspection and supervision tasks; continue to raise awareness and action within the Party, first of all in the Party committees, heads of Party committees, Party organizations, authorities and mass organizations at all levels regarding the Party's inspection, supervision and discipline work. Continuously innovate and improve the quality and effectiveness of inspection and supervision work of Party committees, Party organizations and Inspection Commissions at all levels.
Third, direct Party committees and Inspection Committees at all levels to develop working regulations, inspection and supervision programs for the entire term of 2025 - 2030 to ensure time; develop inspection and supervision programs and plans for 2025 for Party committees and Party organizations associated with leaders, with focused and key content, consistent with the political tasks of each locality and unit, and organize effective implementation . Strengthen supervision, proactively grasp the situation, promptly detect and inspect Party organizations and Party members when there are signs of violations; continue to direct inspection and supervision of the leadership, direction and organization of the implementation of resolutions, directives and conclusions of the Party; sensitive areas prone to violations such as: Economy - finance, public investment, administration, justice, health, education; practice of thrift, prevention and combat of corruption, waste and negativity; declaration of assets and income; personnel work...; promptly detect and rectify existing problems and limitations; urge Party committees, Party organizations and Party members to seriously implement inspection and supervision conclusions pointed out by competent authorities; strictly handle violations in accordance with Party regulations and State laws.
Fourthly, Party committees and Party organizations at all levels must seriously implement Conclusion No. 23-KL/TW dated December 10, 2021 of the Secretariat on continuing to promote the rotation of inspection cadres at all levels to work in sectors and levels and the rotation of leaders and managers of sectors and levels to do inspection and supervision work of the Party; Regulation No. 110-QD/TW dated July 6, 2023 of the Secretariat on the rotation of cadres in the Party Inspection Sector, in conjunction with resolutions, directives and regulations of the Party, the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee on cadre work; synchronously and effectively carry out the rotation work in conjunction with the work of planning and training cadres.
Fifth , promptly consolidate and improve the organizational structure of the Inspection Commission and Inspection Commissions at all levels to be commensurate with their functions, tasks and powers; train and build a team of inspection staff with courage, integrity, prestige, and good expertise and professionalism, in order to meet the requirements of the tasks in the new period. Strengthen the application of information technology and digital transformation in performing inspection and supervision tasks./.
