Ho Chi Minh City Party Committee is determined to strive to successfully implement the resolutions of Party congresses at all levels for the 2020-2025 term, building a clean and strong Party Committee and political system of the City.

The City has organized synchronous solutions to accelerate the progress of key works and projects, focusing on finding ways to remove legal obstacles for implementation, which has brought about certain results; closely coordinated with central ministries and branches to advise on the issuance and concretization of specific mechanisms and policies for the City; submitted to the City People's Council for timely issuance of mechanisms and policies. The program of socio-economic development cooperation with localities continues to be implemented effectively and practically. The reform of the civil service regime has had significant changes and improvements; the quality of cadres, civil servants and public employees has been gradually improved, contributing to building a professional, modern, public, transparent, efficient and increasingly better-serving administration. Many cultural, literary and artistic activities have had a widespread influence, meeting the enjoyment needs of the people; Commemorative activities, festivals, and events are organized economically, meaningfully, and ensure political tasks. Community health care activities are focused on, and the quality of medical examination and treatment is improved. Sustainable poverty reduction and social security work continue to be well implemented. National defense and security work, maintaining political stability, ensuring social order and safety, is implemented effectively, avoiding passivity and surprises, creating a peaceful environment to attract investment and develop the city's economy and society. Foreign affairs open up many favorable opportunities for the city in multi-faceted cooperation, connecting with foreign partners for the city's development, especially opening up many new opportunities for the city in implementing Resolution No. 98/2023/QH15 of the National Assembly.

In particular, in 2025, Ho Chi Minh City will have many important and meaningful events such as: Celebrating the 50th anniversary of the Liberation of the South and National Reunification; 135th anniversary of President Ho Chi Minh's birthday; Celebrating the 95th anniversary of the founding of the Communist Party of Vietnam; 80 years of the August Revolution and National Day September 2...; especially activities to welcome Party congresses at all levels towards the 14th National Party Congress; The City has launched a special emulation movement divided into 03 stages, including many practical activities to lead and direct Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations of the City to strengthen their roles and responsibilities in leadership, direction, organization and implementation and improve the quality and effectiveness of emulation and reward work; mobilize the strength of the entire political system of the City to synchronously, practically and effectively implement emulation contents. Linking patriotic emulation movements with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; continuing comprehensive innovation, promoting creativity in organizing emulation movements; launching and organizing emulation movements must be of high quality, extensive and cover all areas of social life, all classes of people, Party and State agencies, the Fatherland Front, socio-political organizations, armed forces and economic sectors.

Immediately after the Politburo issued Directive No. 35-CT/TW, dated June 14, 2024, on Party congresses at all levels towards the 14th National Party Congress, the Standing Committee of the City Party Committee developed and issued Plan No. 377-KH/TU, dated August 7, 2024, on preparing and conducting grassroots and upper-level Party congresses for the 2025-2030 term; at the same time, establishing subcommittees and working groups to serve the city-level congresses; Steering Committees for grassroots and upper-level Party Congresses for the 2025-2030 term. Leaders of Party committees at all levels focused on directing the preparation of necessary conditions for organizing Party congresses at all levels towards the 12th City Party Congress in accordance with Directive No. 35-CT/TW of the Politburo and guiding documents of the Central Party Committees on the preparation and organization of Party congresses at all levels; thoroughly grasp and implement the Plan to direct the preparation and organization of grassroots party congresses and upper-level party congresses for the 2025-2030 term, the Plan on leadership to grasp the people's situation, organize to collect opinions and synthesize people's opinions on draft documents to be submitted to the 12th City Party Congress and the 14th National Party Congress; establish and ensure the operation of steering committees for party congresses at all levels, sub-committees to organize and serve the 12th City Party Congress; conduct a survey on the preparation work for the Party congress... At the same time, focus on organizing activities towards the 50th Anniversary of the Liberation of the South, National Reunification, activities to celebrate major holidays and important historical events of the year; focus on building breakthrough solutions in a number of fields, implementing projects to care for, serve and improve people's lives. The Standing Committee of the City Party Committee and Party Committees at all levels seriously organized preliminary and final reviews, organized scientific seminars on the Party's guidelines, development guidelines and policies of the country and the city in all fields, as a basis for the research process to prepare draft documents for the Congress; led and directed the development of the Outline, draft Political Report and thematic Reports to be submitted to the 12th City Party Congress; implemented a review and overall assessment of the staff at all levels to proactively train, foster, rotate, mobilize, arrange and organize staff to prepare personnel for the Party Congresses at all levels for the 2025-2030 term, ensuring the structure of female and young staff associated with the strict implementation of the Regulations on controlling power and preventing and combating corruption, waste and negativity in personnel work.

Ho Chi Minh City is making efforts and focusing on Party congresses at all levels to contribute to the successful implementation of Resolution No. 24-NQ/TW, dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045; Resolution No. 31-NQ/TW, dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045, from the perspective of "The city for the whole country, the whole country for the city".

Promoting the tradition of solidarity, overcoming difficulties and creativity of the City Party Committee and people, the Standing Committee of the City Party Committee focuses on leading, directing propaganda and encouraging cadres, party members, civil servants, public employees and people to complete typical contents, works and projects that are meaningful to the City, localities, agencies and units in order to achieve practical achievements in celebrating the anniversaries of major holidays of the country and the city, Party Congresses at all levels, the 12th City Party Congress, term 2025 - 2030 towards the 14th National Congress of the Party in 2025./.
