With the viewpoint that "Culture and people are the solid spiritual foundation of society, the internal resources and strength for development", Dam Ha district has been focusing on closely combining rapid and sustainable economic development with cultural and human development, contributing to building a culture rich in Quang Ninh's identity.
In recent times, in Dam Ha district, a healthy and rich cultural environment has been consolidated from the grassroots level, becoming an important condition, contributing to improving the quality of life of the people in all aspects.
Dam Ha has promoted synchronous and close implementation from the stages of propaganda, dissemination, program development, action plans, to inspection, supervision, and close implementation, thereby the task of building and developing Dam Ha culture and people has achieved some positive results. Typically, the work of historical and traditional cultural education has been and is being focused on in 100% of schools, with various forms of education, extracurricular activities, competitions, etc. taking place enthusiastically, diversely, attracting students and young people to participate.
Along with that, the district focuses on promoting the movement of building a learning society, practicing physical exercise and sports to improve people's knowledge and health, training human resources and nurturing talents. Traditional art clubs (hat nha to, san co, soong co...) and modern art clubs (yoga, folk dance, dancing, zumba...) are all facilitated to operate actively.
In the past 5 years, the district has invested resources and upgraded a number of items at relics, such as: Don Den relic (nearly 8.3 billion VND), completed phase 1 of building a new Sau Pagoda (about 30 billion VND), built a space to display the history of the district Party Committee at Nui Hua relic; upgraded Khanh Van pagoda (over 13 billion VND)... Cultural exchange and cooperation activities have been strengthened in the area, typically Dam Ha communal house festival, Trang Y communal house festival, wind taboo festival, cap sac ceremony, dai phan ceremony, Ba Nhat fair (Quang An commune), District-level Cultural - Sports Week, "Hello summer in San Co region" program, "Cultural and Sports Festival of Dao ethnic people", maintaining a night food street in Dam Ha town every Saturday night...
On these occasions, the intangible cultural values of ethnic minorities in the district are promoted and honored; the natural beauty, life and people of Dam Ha are widely introduced through social networking platforms. The district currently has 12 art clubs attracting nearly 200 participants, creating conditions for cultural, literary and artistic activities in the area to develop vigorously. Including 1 San Co singing club, 2 Nha To singing - Cua Dinh dance teams, 2 Nha To singing clubs, 1 Soong Co singing club, 1 traditional brocade sewing and embroidery club... meeting the needs of exchange of the majority of people.
From 2019 to present, the district has allocated funds (5 billion VND) to upgrade and expand the district stadium; build infrastructure for a walking street associated with culinary culture in Minh Khai street (Dam Ha town); complete the planning and construction of the district square (estimated at 145 billion VND); build 6 new cultural houses in the communes of Quang Tan, Tan Binh, Dam Ha, Tan Lap, Dai Binh and 20 cultural houses in villages and hamlets (76 billion VND)... Along with that, 5 new swimming pools, 1 artificial turf football field, 1 modern playground for children, upgrade many cultural institutions in the area, helping to improve the quality of spiritual life for the people.
Cultural development also impacts and creates positive changes in the task of administrative reform, improving the quality of the staff of Dam Ha. Specifically, 100% of branches, party committees, agencies and units in the political system have reviewed and supplemented regulations on ethical standards, working style and manners, tightened discipline and order, and directed strict implementation of administrative discipline, public ethics and office culture. Training and fostering of political and administrative theory for staff has been strengthened. Currently, 100% of district-level staff are standardized in terms of professional qualifications and information technology; 100% of leaders and managers at all levels are equipped with political and administrative knowledge according to standards; 100% of newly recruited staff have university degrees or higher...
Implementing the 2024 theme of developing culture and people with rich Quang Ninh identity, Dam Ha district is focusing on a number of key tasks. Specifically, tightening state management in the fields of culture and information, especially preventing social evils, harmful cultural products and false information on the Internet. Sectors and levels have increased coordination in inspecting and handling violations in the cultural field, contributing to building a healthy cultural environment.
Cultural factors have created an important foundation and will be the driving force for the district to continue to reap many new development achievements, harmoniously promoting the identified typical values of Quang Ninh: "Beautiful nature - Unique culture - Civilized society - Transparent administration - Developed economy - Happy people".
Adhering to the Party's guiding viewpoint, Quang Ninh identified "developing service industry, cultural industry, entertainment industry based on the creative industry platform organized at a high level of production" as one of the three breakthroughs in Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Executive Committee "On building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development". Regarding orientation and goals, Quang Ninh determined that developing cultural industry in the province will bring regional culture, marine culture, historical and traditional values closer to the people and tourists; especially strongly supporting the development and education of the young generation. In addition, the province has developed a project to develop traditional craft villages into cultural tourism products; develop Quang Ninh culinary culture, elevate it to an art form from production to enjoyment, connect it to become a tourist destination, and aim to export traditional cuisine... |
