At the commune level, all 8/8 communes have cultural post offices, playgrounds for children... 100% of villages, hamlets, and neighborhoods have invested in building cultural houses, of which 5-6 cultural houses meet the prescribed standards, 4 cultural houses have adequate facilities, 16 cultural houses are proposed to be newly built or repaired and have a roadmap to be included in the implementation plan, expected to be completed in the period of 2024-2026. Many agencies, units, and schools also have badminton and table tennis practice grounds...
District and commune-level cultural and sports centers, cultural houses of villages, hamlets and neighborhoods have basically invested in purchasing equipment such as tables, chairs, backdrops, statues of Uncle Ho, sound, lighting... and installed some outdoor sports and exercise equipment, so they have basically met the needs of cultural and artistic activities, sports practice and meetings of the people.
To promote the effectiveness of cultural institutions, the district actively implements Resolution No. 17-NQ/TU, dated October 30, 2023 of the Provincial Party Committee on building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development. All people in the district are propagated about the value system of Quang Ninh province, the value system of Quang Ninh people, the national value system, culture, family, and standards of Vietnamese people; students in the district are educated in art, cultural heritage and are able to visit special national relics, the exhibition area of the historical traditions of the district Party Committee...
The district also regularly directs departments, branches, sectors, People's Committees of communes and towns to pay attention to reviewing, including in planning, allocating capital sources according to their authority, or proposing to competent authorities to support funding for the construction of additional cultural facilities that are lacking; strengthen the management of cultural activities, cultural services, sports, tourism, festivals, and tourism businesses in the area, creating a healthy cultural environment for the people. At the same time, focus on the management, protection, restoration, and promotion of the value of relics.
Thereby, relics in the district have been restored, renovated and embellished, such as: The historical archaeological site, scenic spot, revolutionary culture of the Stork Forest in Hua Mountain; the relic cluster of Dam Ha communal house, pagoda, and temple; Trang Y communal house, the monument of Heroic Martyr Ha Quang Voc... Currently, Dam Ha has 4 relics ranked at the provincial level, 4 relics have been inventoried and classified, but not yet ranked.
The work of preserving intangible cultural heritage is also focused on by Dam Ha district. Currently in the area The district has 12 intangible cultural heritages belonging to 2 types: Social customs (9 heritages), traditional festivals (3 heritages). Of which, Dam Ha communal house festival was recognized as a national intangible cultural heritage in 2023.
Festivals taking place in the area such as : Dam Ha communal house festival, Trang Y communal house festival, wind-abstinence festival... have contributed to improving the spiritual and cultural life of the people. Dam Ha district has organized classes to teach national intangible cultural heritage in the community; established and maintained the activities of clubs of some types of intangible cultural heritage typical of the locality, such as: Hat nha to, hat san co, hat soong co... Organized competitions and exchanges of folk arts of ethnic groups.
Ms. Hoang Thi Mai (Tan Phu village, Tan Lap commune, Dam Ha district) said: On holidays and Tet, the commune organizes sports competitions and cultural activities. Tan Phu village cultural house not only hosts meetings of the area, but also regularly hosts cultural and sports activities, creating an exciting atmosphere for our people.
The effective promotion of cultural institutions has contributed to improving the spiritual life of all classes of people in Dam Ha district. Nearly 97% of households in the district have achieved the title of "Cultural Family"; 100% of villages and quarters have achieved the title of "Cultural Village and Quarter". Village and quarter cultural houses regularly organize cultural, artistic, physical education and sports activities. The Human Development Index (HDI) in Dam Ha is increasingly improved and enhanced in quality.
