The leaders of the two departments also agreed to establish a Working Group, urgently complete the draft project to merge, and send it to the Department of Home Affairs for synthesis and reporting. At the same time, they believed that the Conference was an important premise, creating conditions for the next steps to take place to ensure progress and quality as required.

After the merger, the consolidation must ensure a reasonable organization of the multi-sectoral and multi-field management department; implement the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility.
