Some departments of Yen Bai and Lao Cai provinces met to discuss merger plans.

CTTĐT - On April 14, the Provincial Party Committee Office, the Department of Culture - Sports and Tourism, and the Department of Ethnic Minorities and Religions of Yen Bai province had a working session with equivalent units of Lao Cai province to unify the contents of the Project to merge the units.

The units of the two provinces basically agreed to complete the draft merger project to report to the leaders of the People's Committees of the two provinces for consideration, comments and close coordination in the implementation of the next steps.

* At the working session on the afternoon of April 14, the Office of the Yen Bai Provincial Party Committee and the Office of the Lao Cai Provincial Party Committee shared the initial results in reviewing and evaluating the current organizational structure of the two agencies; giving opinions on the plan to develop the merger project such as: the plan to arrange personnel, payroll according to job positions, the effectiveness of the Project, proposed mechanisms and policies for Office staff... The delegates also contributed opinions on the organization of the apparatus within each specialized department after the merger; proposed plans to arrange the staff to ensure organizational stability, without major disruptions in professional activities; arranged working and accommodation conditions for civil servants from Lao Cai to Yen Bai to work; reviewed and implemented well the policies for civil servants, civil servants and employees who requested leave due to the arrangement.

The leaders of the two Offices agreed and reached a high consensus on a number of upcoming tasks that need to be done immediately, such as: establishing an online information exchange mechanism between the two Offices; establishing a review team for the implementation of software serving the professional needs of both Offices; reviewing and completing the political report for the Provincial Party Congress after the merger... The leaders of the two Offices agreed on the contents of completing the draft Merger Project to send to the Provincial Party Committee's Organizing Committee for synthesis and submission for comments from the Standing Committee and the Standing Committee of the Provincial Party Committees of the two provinces. The two sides also agreed to continue exchanging information and closely coordinating in the implementation of the next steps, ensuring the right progress, quality and suitability to the actual situation of each locality.

** At the working session of the Department of Culture - Sports and Tourism of Yen Bai province and the Department of Culture - Sports and Tourism of Lao Cai province , the two sides actively participated in discussions and gave their opinions on the draft project to merge the two departments; agreed on the organizational structure, personnel arrangement plan, payroll, streamlining roadmap, evaluated the effectiveness of the project implementation, and identified difficulties and obstacles and proposed recommendations when merging the two departments. The leaders of the two departments also agreed to establish a Working Group, urgently complete the draft project to merge, and send it to the Department of Home Affairs for synthesis and reporting. At the same time, they believed that the Conference was an important premise, creating conditions for the next steps to take place to ensure progress and quality as required.

*** At the meeting, the leaders of the Department of Ethnic Minorities and Religions of Yen Bai and Lao Cai provinces also agreed to continue exchanging information and closely coordinating in the implementation of the next steps, ensuring progress, quality and suitability with the actual situation of each locality. After the merger, the consolidation must ensure a reasonable organization of the multi-sectoral and multi-field management department; implement the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility. Review, arrange and restructure the organization of the Department of Ethnic Minorities and Religions after the merger to ensure streamlining, reducing focal points, at the same time following the Central's orientation, Government regulations and suitability with the situation and characteristics of the locality, operating effectively and efficiently.

**** Previously, on April 13, the Department of Health of Lao Cai province and the Department of Health of Yen Bai province also held a meeting to discuss the project to merge the two Departments of Health. In the spirit of effectively implementing Resolution No. 18-NQ/TW of the Central Executive Committee on continuing to innovate, streamline the organization, and operate effectively and efficiently, the health sectors of both sides shared initial results in reviewing and assessing the current status of the health sector's organization in the locality; giving opinions on the plan to build a suitable merger project to ensure professional work; Discussing and agreeing on the names of the units after the merger, in order to ensure continuity, consistency with the functions, tasks and general organizational model of the health sector.

The delegates also contributed to the organization of the apparatus within each unit; orientation of functions and tasks after the merger; Proposed plans to arrange the staff and civil servants to ensure organizational stability, without major disruptions in professional activities. At the end of the working session, the leaders of the two Departments agreed on the contents of completing the draft Merger Project to report to the leaders of the People's Committees of the two provinces for consideration and comments before completing the Project. The health sectors of the two sides also agreed to continue exchanging information and closely coordinating in the implementation of the next steps, ensuring the right progress, quality and suitability to the actual situation of each locality; Contributing to building an increasingly streamlined and effective local health system, meeting the requirements of protecting and caring for people's health in the new situation.
