This afternoon (November 13), the National Assembly discussed in the hall the investment policy for the national target program on drug prevention and control until 2030.
Detecting and destroying drug dens within 90 days is a mandatory target.
Speaking at the conference, Minister of Public Security Luong Tam Quang said that this national target program on drug prevention and control is based on the summary and evaluation of the results of drug prevention and control programs in previous stages.
During the development process, the drafting agency has carefully reviewed and evaluated to ensure that the program's tasks and investment content do not overlap with other programs. In the tasks designed in the program, priority is given to direct investment in the grassroots to do a good job of drug prevention early, from a distance, and from the grassroots level.
"Reporting to the National Assembly, we focus on the grassroots. Without a program, anti-drug forces will still have to fight this crime and strive for the highest efficiency," Minister Luong Tam Quang affirmed, adding that the overall focus is on reducing supply and demand to contribute to bringing peace and minimizing the consequences of drugs.
Minister Luong Tam Quang said that on November 13, on behalf of the Government, the Ministry of Public Security had a 9-page report receiving and initially explaining the opinions of National Assembly deputies.
Specifically, regarding the opinions of some National Assembly deputies expressing concerns that the targets set in the program's objectives are too high to be feasible, Minister Luong Tam Quang said that during the development process, he had researched, analyzed, and carefully evaluated the targets based on practical drug prevention and control practices.
"In our opinion, this is a principled and mandatory target that must be implemented and is feasible. For example, the target of destroying high-risk drug retail locations is to strive to detect and destroy 100% of them.
This is also the target that the Ministry of Public Security is directing and assigning to the police of units and localities to implement. When discovering a drug-related hotspot or gathering place, it must be destroyed within 90 days," said Minister Luong Tam Quang.
In addition, there are other targets such as the target of 90% of drug addicts and illegal drug users after rehabilitation receiving medical and psychological intervention support;
The target of 100% of public drug rehabilitation facilities meeting the conditions to determine addiction status... is also completely feasible and achievable.
The Central Government will support 100% of localities that cannot balance their budgets.
Regarding the capital to implement the program, Minister Luong Tam Quang shared that many delegates said that the proposed capital is still limited, but on this issue, the Ministry of Public Security has coordinated with relevant ministries and branches to review and calculate each content and task to propose resource allocation, solve urgent and immediate problems and ensure the use of the state budget economically, effectively, and for the right purpose, avoiding dispersion.
In addition, to ensure flexibility in allocating resources to implement the program, during the operation process, the agencies assigned to perform the tasks in the program will advise the Government and continue to balance the central budget to suit actual conditions and will report to the National Assembly to prioritize additional support to ensure the sustainability of the program.
"We will advise and propose a report to the Government and ask the National Assembly for additional information to ensure sustainability in the drug prevention and control program. Regarding the capital allocation principle, we have calculated based on the capital allocation principle applied to all three current national target programs," Minister Luong Tam Quang shared.
He said that localities that can balance their budgets will use 100% of their local budgets to implement the program. The central government will support 100% of localities that cannot balance their budgets, while prioritizing allocation to difficult areas, remote areas and isolated areas.
Regarding the agencies and units implementing the National Assembly Program on drug prevention and control, Minister Luong Tam Quang said that this is the responsibility of the entire Party, people and army. The results of drug prevention and control work must rely on the strength of the entire socio-political system, in which the police force and other specialized forces will be the core.
"Therefore, the Vietnam Fatherland Front and socio-political organizations are important and indispensable components in the process of organizing and implementing the program. In addition, drug prevention and control at the grassroots level is also identified as a key solution, so the program has proposed a project of direct investment resources for the commune level, chaired by the People's Committee of the commune, allocating and implementing the assignment of agencies, units and individuals to participate in drug prevention and control at the grassroots level. The highest goal is to reduce supply, reduce demand and reduce the harmful effects of drugs," Minister Luong Tam Quang emphasized.
