Along with the reconstruction and recovery activities after storm No. 3, the demand for goods tends to increase at the end of the year. Therefore, ensuring that the market for consumer goods, especially food and foodstuffs, is always abundant, avoiding shortages and unusual price increases, is proactively implemented by the sectors and supply units in the province.

Van Don is a locality that suffered heavy damage to the aquaculture industry after storm No. 3. From a large aquaculture area, it is now almost "empty sea". To quickly restore production, the district has actively transferred the sea to producers. Up to now, 5,500 hectares of aquaculture sea area have been handed over to 57 cooperatives, with a total of 912 members, with a total area of 5,500 hectares of aquaculture sea area, an increase of 42% compared to before the storm. Households have raised oyster buoys on about 1,000 hectares, and have only planted 200 hectares. For fish farming, 2,650 fish cages have been restored, reaching 50% compared to before the storm.
Mr. Pham Van Dong, a fish cage farmer in Hon Beo Co area, Cai Rong town (Van Don district), said: After receiving the sea, my family quickly started farming and taking care of the fish to both develop the family economy and ensure the supply of seafood in the province.
Not only Van Don, currently, the Department of Agriculture is actively directing and supporting farmers in the whole province to return to agricultural production after the storm, in all fields of cultivation, livestock, and aquaculture. Localities as well as specialized agencies are strengthening technical guidance, ensuring high efficiency in production, in order to restore economic production for people, ensuring the source of raw materials for production, processing, and business establishments in the area.

In the first 9 months of 2024, the total retail sales of goods and consumer service revenue is estimated to increase by 12.97% over the same period. Commercial activities in the province have returned to stability. Due to the heavy impact of storm No. 3, commodity prices have fluctuated slightly, but the supply of goods is still adequate, meeting the needs of the people. The whole province has no phenomenon of commodity speculation, creating scarcity of goods to raise prices, illegal profiteering, taking advantage of difficult situations to destabilize the market.
In addition to restoring production immediately after the storm, to ensure consumer goods at the end of the year, especially for the food and foodstuff industry, ensuring the supply of goods in the market has also been proactively calculated by large enterprises and suppliers.
Quang Ninh is a locality that imports up to 60% of food from other provinces, while the recent storm No. 3 also caused severe impacts on agricultural production in many localities. Units have also made plans to find new producers, expand the supply market not only domestically, but also to the import market if necessary. Regarding facilities, units have also proactively prepared conditions for storing goods, especially cold storage for storing fresh foods such as meat, fish, vegetables and fruits.
A representative of Go! Ha Long Supermarket said that the unit has proactively planned to source goods early with a wide variety of products to serve the people. From now until the end of the year and during the Lunar New Year, the unit will continue to replenish goods to ensure the amount of shopping for people, not allowing shortages or out-of-stock situations to occur in the system.

To ensure stability for consumer goods at the end of the year, the Department of Industry and Trade also proactively advised the Provincial People's Committee on plans to prepare goods and reserve essential goods for the end of the year as well as for Tet; deploy market stabilization measures according to the provisions of law; support and connect enterprises producing and distributing essential goods with credit institutions in the area to access loans with preferential interest rates, and reserve goods to stabilize the market.
Along with that, the Industry and Trade sector and the Market Management force actively coordinate to strengthen market supervision and management on price posting and selling at listed prices, market price movements; anti-smuggling, trade fraud, poor quality goods... promptly detect and strictly handle organizations and individuals who take advantage of the impact of natural disasters to speculate, hoard goods, increase prices for the purpose of illegal profit; sell poor quality goods or expired goods to the market according to the provisions of law.
