Faced with the complicated developments of fire and explosion situations across the country and Hai Phong City in recent times, the Hai Phong City People's Committee issued a document requesting agencies, units and localities to continue to strictly implement the direction on fire prevention and fighting (PCCC) and rescue (CNCH) in the city.
Accordingly, for districts, Hai Phong City People's Committee requires the completion of the construction of models: Inter-family fire safety teams, public fire fighting points before June 30, 2023 and the construction of many other fire safety models in residential areas that operate effectively; organize training in fire prevention and fighting and rescue for staff and residents, ensuring that at least one person in each household is trained in fire prevention and fighting, and each house must have at least one fire extinguisher.

At the same time, strengthen and reorganize grassroots fire prevention and fighting teams, civil defense teams in villages and residential groups; organize training and education on fire prevention and fighting and search and rescue. Fully equip fire fighting, rescue and salvage tools according to regulations; organize this force to be on duty at the grassroots level to promptly handle incidents and fire accidents that occur, prevent the risk of fire spreading and large fires causing serious damage.
Hai Phong City People's Committee assigned the City Police to strengthen guidance on fire prevention and fighting, search and rescue, and how to handle fires and explosions, especially escape skills for agencies, businesses, business households, residential areas, and crowded areas with many forms of rich content.
The police agency clearly pointed out the features and functions of the fire prevention and fighting system, equipment and other related technical systems, and recommended that households equip themselves with fire fighting, escape and personal safety equipment such as: portable fire extinguishers, gas masks, rope ladders, slow-release ropes, early fire warning devices, etc.
Hai Phong City People's Committee also assigned the City Police to deeply and widely launch the movement of all people participating in fire prevention and fighting work associated with the movement of all people participating in protecting national security; continue to effectively organize and implement models of fire prevention and fighting movements such as apartment buildings, residential groups, fire prevention and fighting safe collective houses, fire prevention and fighting safe enterprise clusters, model markets meeting fire prevention and fighting standards, etc.
Hai Phong City assigned the Department of Planning and Investment, the Department of Finance and the Department of Construction to study and propose the content of infrastructure planning on fire prevention and fighting in the General Planning of Hai Phong City; in the appraisal and acceptance of construction works, it must be associated with ensuring fire safety; not to grant construction permits or accept works that do not ensure fire safety according to the provisions of law.
Assign localities and Hai Phong Housing Management and Trading Company Limited to strengthen state management of fire prevention and fighting according to the provisions of law. Require 100% of household owners (residential houses, houses combined with production and business) to open a second emergency exit, mobilize and request facility owners and household owners to dismantle or open an exit in the "tiger cage" or "iron cage" position on the balcony or loggia. These emergency exits must ensure a convenient location when exiting, not causing accidents, falling incidents or causing panic.
Hai Phong City People's Committee assigned the Department of Industry and Trade and Hai Phong Electricity Company Limited to review the installation and use of electrical systems in residential areas. Provide guidance to households and production and business establishments on the safe installation and use of electrical equipment. All violations of grid safety and electrical system safety must be strictly handled.
