According to the Government Newspaper , the Government has just issued a Decree amending and supplementing Decree No. 92/2016/ND-CP dated July 1, 2016, regulating conditional business lines and occupations in the field of civil aviation.
Accordingly, the new Decree stipulates that aircraft types imported into Vietnam must be granted a type certificate by one of the following organizations: the US Federal Aviation Authority (FAA), the European Aviation Safety Agency (EASA), the Brazilian Aviation Authority, the Canadian Aviation Authority, the Russian Federal Aviation Authority, the UK Aviation Authority, the Chinese Aviation Authority (CAAC) or the Ministry of Construction.

Previously, Decree No. 92/2016/ND-CP was amended and supplemented by Decree No. 89/2019/ND-CP stipulating: Aircraft types imported into Vietnam must be granted Aircraft Type Certificates by the US Federal Aviation Administration (FAA) or the European Aviation Safety Agency (EASA) or the Vietnamese Aviation Authority.
The Ministry of Construction believes that this restriction will limit airlines' opportunities to access aircraft designed and manufactured by other countries with global capacity in science and technology.
Based on the practical needs of aviation activities and aviation safety assurance, the Ministry of Construction believes that amending the above regulations will create conditions for Vietnamese aviation enterprises to proactively supply aircraft and proactively operate aircraft. Thereby, enhancing international cooperation and friendship with traditional partners.
In 2024, Vietnamese airlines will face a shortage of aircraft, forcing them to reduce supply on many routes. The reason is the engine recall by manufacturer Pratt & Whitney, and the disruption of the supply chain, which has led to extended engine maintenance and repair times.
