Ensure completion of national target programs

According to the report of the Ministry of Finance, the medium-term public investment plan from the central budget, period 2021-2025, of 3 programs, including: National target program (NTP) for socio-economic development in ethnic minority and mountainous areas; National target program for sustainable poverty reduction and National target program for new rural construction (NTM) is 102,050 billion VND (including 100,000 billion VND of domestic capital and 2,050 billion VND of foreign capital), has been fully allocated 100% in the annual plan. The total career capital from the central budget, period 2021-2025 of the 3 programs is more than 91,956 billion VND, has been balanced and allocated more than 97,889 billion VND in the annual estimate, exceeding 6% of the plan.

Results of the National Target Program as of January 2025, the whole country has 6,250/8,014 communes (78%) meeting the new rural standards, 305/645 district-level units meeting the new rural standards. For the National Target Program on sustainable poverty reduction, the period 2021-2025, the whole country reduces the poverty rate by an average of 1-1.5%/year; the poverty rate of ethnic minorities reduces by over 3%/year (in poor districts, the poverty rate is reduced by 4-5%/year). Implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, localities focus on investing in improving infrastructure systems, transportation, electricity, roads, schools, stations, the appearance of rural areas in ethnic minority and mountainous areas has changed significantly.

For Thai Nguyen, the province has closely followed the leadership and direction of the Central Government, completed mechanisms, policies, projects and plans to implement the National Target Programs according to regulations. In addition, it has strengthened decentralization and empowered localities to enhance the initiative and flexibility of all levels in managing and organizing the implementation of programs. At the same time, it has promoted the role of the community as the main subject in participating in the planning, organization and monitoring process, ensuring investment efficiency. Up to now, the whole province has 118/126 communes meeting the NTM standards, accounting for 93.7%; the poverty rate is only 2.04%.

Concluding the Conference, Deputy Prime Minister Tran Hong Ha emphasized the goals and significance of implementing the National Target Programs, with 2025 being the final year of implementing the plan for the 2021-2025 period. Therefore, all levels and sectors need to focus on reviewing the targets and tasks of all 5 years to focus on directing, operating, and synchronously implementing solutions to maintain and improve the quality of achieved targets, make efforts to complete unachieved targets, and strive to complete the goals assigned by the National Assembly. At the same time, Deputy Prime Minister Tran Hong Ha also assigned relevant ministries and sectors to focus on removing obstacles, proposing amendments and supplements to policies to organize the implementation of programs with simpler procedures; strengthen decentralization, promote the initiative and self-responsibility of program owners and program management agencies.
