On November 1, 2024, within the framework of a series of events responding to "Dak Nong Province Digital Transformation Day 2024", Dak Nong Department of Information and Communications introduced the provincial source information system.
The provincial source information system is established to provide source information for commune-level radio stations applying information technology (IT) - telecommunications of provinces and centrally-run cities. The provincial source information system also has the function of collecting, synthesizing, analyzing, managing data, and evaluating the effectiveness of basic information activities to serve state management work at the local level.
The system's objectives are to modernize the grassroots information system; innovate information provision methods; improve the quality of information content to be provided; exchange information in a proactive, timely, accurate and effective manner; form a database, digitize grassroots information sources to meet the requirements of providing information sources for propaganda and dissemination to the people and serve the state management of grassroots information.
The representative of Dak Nong Department of Information and Communications said that in the overall source information system, there is an important component: The broadcasting system applying information technology - telecommunications. This system overcomes the limitations in terms of technology, management, and operation compared to the wired broadcasting system/FM broadcasting such as: centralized management, monitoring of activities, using a shared database, synchronization from the Central, provincial, district levels to the grassroots; solving the "problem" of the current lack of human resources for grassroots broadcasting because it is capable of replacing most of the direct labor in managing, operating technical equipment and producing program content such as: using artificial intelligence (AI) in converting paper bulletins to voice reading...
The provincial source information system also has a prominent feature of broadcasting emergency bulletins. Emergency bulletins will be sent by the system to each commune-level radio station using IT - telecommunications at the same time to broadcast immediately in emergency situations (national defense, security; natural disaster prevention and control, search and rescue; fire; emergency, epidemic; local disasters...).
In special cases, the provincial source information system will receive a request from the Central Source Information System to broadcast an emergency bulletin on the IT-telecommunications radio station. At that time, the provincial system will immediately prioritize broadcasting the bulletin to transmit the emergency content to the commune-level IT-telecommunications radio station to propagate to the people.
“This is an important shared platform for officials working on grassroots information at the provincial, district and commune levels in the province. In the coming time, the Source Information System will officially operate according to the Regulations issued in Decision No. 993/QD-UBND dated August 19, 2024 of the Dak Nong Provincial People's Committee,” a representative of the Dak Nong Department of Information and Communications affirmed.
In November 2023, the Department of Information and Communications completed the construction of the Dak Nong province's source information system. By early 2024, Dak Nong was one of 11 pioneering provinces and cities nationwide to successfully connect to the Central Source Information System.
Currently, the province's source information system has been connected to the loudspeaker clusters of 24 communes - wards - towns, with 316 IT - telecommunications loudspeakers. Of which, Dak Nong Department of Information and Communications invested in 14 communes, with 176 IT - telecommunications loudspeakers.
In the coming time, Dak Nong Department of Information and Communications will implement Plan No. 191/KH-UBND dated March 31, 2023 to 2025, striving to complete the upgrading and connection of IT - telecommunications radio stations of communes to the province's source information system connected to the Central Source Information System.
