On the morning of November 13, at the headquarters of the Ministry of National Defense, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam, chaired the welcoming ceremony for General Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia, on an official visit to Vietnam.

The official visit of General Tea Seiha took place in the context of the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia, which is constantly developing in all fields. In the overall relationship between the two countries, bilateral defense cooperation is increasingly deepening, effective and substantive, and is one of the important pillars.

Immediately after the welcoming ceremony, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense and General Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia co-chaired talks between the two delegations.

At the meeting, General Phan Van Giang warmly welcomed General Tea Seiha on his first official visit to Vietnam as Deputy Prime Minister and Minister of National Defense of Cambodia; believing that the visit will be a great success, creating momentum to bring the defense relations between the two countries to a new height, contributing to further deepening the friendly and traditional relationship between the two countries in general and the two armies in particular. Congratulations on the 70th anniversary of National Day and Traditional Day of the Royal Cambodian Army (November 9, 1953 - November 9, 2023).

General Phan Van Giang emphasized that under the leadership of the Cambodian People's Party over the past 70 years, Cambodia has achieved important domestic and foreign achievements, especially the victory of the Cambodian People's Party in the election of the 7th National Assembly, successfully organizing the 32nd Southeast Asian Games, and believes that under the leadership of the Cambodian People's Party, headed by Party President Hun Sen and the leadership of Prime Minister Hun Manet, Cambodia will achieve even greater achievements in the coming time.

For his part, General Tea Seiha thanked the Vietnamese Ministry of National Defense for congratulating the CPP on its victory in the 7th National Assembly election as well as the achievements Cambodia has made in recent times; and thanked the Vietnamese Ministry of National Defense for supporting the development of the Royal Cambodian Army as it is today.

General Tea Seiha also said that this was his first visit to Vietnam as Minister of Defense, with the aim of strengthening and deepening the relationship between the two countries and the two militaries. General Tea Seiha also expressed his emotions when he came to lay a wreath at the Ho Chi Minh Mausoleum.

At the talks, the two sides assessed that the defense cooperation between the two countries has achieved many positive results in recent times and continues to be one of the important pillars in the relationship between the two countries.

Exchanges of delegations at all levels, especially high-level ones, have been maintained effectively; defense cooperation mechanisms have been established and actively implemented, developing bilateral defense relations in both breadth and depth.

Border management cooperation has been effectively implemented by the functional forces of both sides, contributing to preventing illegal migration, illegal border crossings, cross-border crimes, maintaining security and order in border areas; continuing to implement border demarcation and marker planting, building a peaceful, stable, cooperative and developed border. Cooperation in training, coaching, experts, searching and repatriating the remains of Vietnamese volunteer soldiers... continues to be promoted and achieves many substantive results.

In the coming time, the two sides agreed to strengthen coordination, continue to effectively implement the Protocol for the 2019-2024 period and the annual cooperation plan, bring defense cooperation to a new level, actively contribute to the good development of the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia, focusing on the following areas: exchange of delegations at all levels; training of human resources; promoting propaganda and education for officers and soldiers of the two countries' armies on the traditional friendship, solidarity and comprehensive cooperation between the people and armies of the two countries; strengthening coordination in preventing and combating cross-border crimes, illegal border crossings, encroachment and illegal migration, etc.; continuing to consult and support each other in multilateral military-defense forums and conferences.

The two sides will work closely together to successfully organize the first Border Defense Friendship Exchange between Vietnam, Cambodia and Laos and the Annual Meeting between the three Defense Ministers in December. This is an event of great significance, affirming the political determination of the three countries and three armies in preserving and strengthening the friendship and solidarity between Vietnam, Laos and Cambodia.

On this occasion, General Phan Van Giang respectfully invited Minister Tea Seiha and leaders of the Ministry of National Defense and the Royal Cambodian Army to attend the 80th Anniversary of the Vietnam People's Army and the Second Vietnam International Defense Exhibition at the end of 2024. Minister Tea Seiha happily accepted the invitation to attend.
