(NLDO) - For the first time, the Ministry of National Defense has issued regulations on conferring the rank of first lieutenant on domestically trained students upon graduation.
General Phan Van Giang, Minister of National Defense, has just signed and issued Circular No. 18/2025/TT-BQP regulating the conferment of military ranks on graduates of officer training in active service; promotion of colonel and lieutenant officers ahead of schedule and salary increase for officers ahead of schedule.

Circular 18 applies to relevant agencies, units and individuals when conferring military ranks on graduates of officer training in active service; promoting officers of the rank of colonel and lieutenant ahead of schedule; and raising salaries of officers of the rank of Lieutenant General, Major General, colonel and lieutenant ahead of schedule.
In particular, the Circular devotes Chapter II to regulations on conferring military ranks to graduates of active officer training. Article 3 of the Circular clearly states the criteria for conferring the ranks of Lieutenant, Senior Lieutenant, and Captain to graduates of active officer training.
Accordingly, non-commissioned officers and soldiers who graduate from pilot and submarine training and have good training will be considered for the rank of Lieutenant.
Non-commissioned officers and soldiers with university degrees, good graduation rankings or higher, and good training will be considered for the rank of Lieutenant, specifically:
Training at foreign schools; training doctors at the Military Medical Academy who are members of the Communist Party of Vietnam (the rate of conferring the rank of Lieutenant is not more than 90%).
Training pharmacists and engineers at military schools and non-military schools who are official members of the Communist Party of Vietnam; training second university degrees in military schools from non-commissioned officers and active soldiers who are members of the Communist Party of Vietnam (the rate of conferring the rank of Lieutenant shall not exceed 70%).
5-year training program (not for engineering training) is an official member of the Communist Party of Vietnam, during the course was awarded the title of Advanced Soldier twice or higher or won official prizes at national and international competitions; students are ethnic minorities of very small ethnic groups and students are recruited according to Government regulations are official members of the Communist Party of Vietnam (the rate of conferring the rank of Lieutenant is not more than 55%).
The 4-year training program is an official party member of the Communist Party of Vietnam, during the course, the student is awarded the title of Advanced Soldier twice or higher or wins official prizes at national and international competitions; students are ethnic minorities of very small ethnic groups and students are recruited according to Government regulations, students are trained in non-military schools, trained in schools under the Ministry of Public Security are official party members of the Communist Party of Vietnam (the rate of conferring the rank of Lieutenant is not more than 45%).
Non-commissioned officers and soldiers who graduate from university level training are considered for the rank of Senior Lieutenant or Captain, specifically:
Training doctors at the Military Medical Academy with a graduation rank of excellent or higher, during the course awarded the title of Emulation Fighter of the whole army or higher; training at the university level at the remaining schools with an excellent graduation rank, during the course awarded the title of Emulation Fighter of the whole army or higher, being an official member of the Communist Party of Vietnam, being considered for the rank of Senior Lieutenant.
Pilot and submarine training: Those who graduate with good grades and good training in the country and are members of the Communist Party of Vietnam will be considered for the rank of Senior Lieutenant; those who graduate with excellent grades and above and have good training and are members of the Communist Party of Vietnam will be considered for the rank of Captain. Those who graduate with good grades and above and have good training abroad will be considered for the rank of Captain.
Non-commissioned officers and soldiers who graduate with a master's degree or equivalent abroad and have good training will be considered for the rank of Senior Lieutenant.
This is the first time the Central Military Commission and the Ministry of National Defense have awarded the rank of Senior Lieutenant to students who have completed 6 years of training in the country and graduated if they meet the requirements. Previously, this regulation was only applied to those who had studied abroad.
16 military medical students were promoted to the rank of lieutenant at the graduation ceremony.
On the morning of March 27, in Hanoi, the Military Medical Academy held a graduation ceremony for 21 students of Course 23 - Training of Resident Doctors (2022 - 2025) and 276 students of Course 52 - Training of Military Medical Doctors (2018 - 2025). Specifically, the number of students training as military general practitioners in Course 52 reached a graduation rate of 99.92%, of which 16.13% graduated with honors and 68.46% with good grades.
In particular, implementing Circular No. 18 of the Ministry of National Defense, 16 military general practitioner trainees were awarded the rank of lieutenant.
