In 2025, Ho Chi Minh City University of Education plans to organize many competency assessment exams in Ho Chi Minh City, Long An, Da Nang, Gia Lai. The exam includes 6 independent tests: Mathematics, Physics, Chemistry, Biology, Literature, English.
In particular, the Math, Physics, Chemistry, and Biology exams include 40 questions, divided into 3 parts, instead of 50 questions with 2 parts as before.
For Literature, the test consists of 22 questions in 2 parts: reading comprehension (multiple choice); writing a short paragraph; essay. The writing a short paragraph section is new content compared to previous years' tests.
For English, the test structure remains the same, consisting of 4 parts: listening, speaking, reading, and writing. The data is taken from many different fields, maintaining the approach according to the test format to assess competence from level 3 to level 5 (according to the 6-level foreign language competence framework used for Vietnam).

According to Ho Chi Minh City University of Education, the test content closely follows the 2018 general education program, in which 12th grade knowledge accounts for about 70-80%, the rest is 10th and 11th grade knowledge. Candidates do the test on the computer, 90 minutes per subject.
The results of this exam are used by the school to recruit 40-50% of the admission quota. The remaining quota is used by the school based on the 2025 high school graduation exam scores, with priority given to recruiting specialized students and direct admission (national and international awards).
The Ho Chi Minh City University of Education's competency assessment exam was first held in 2022 with about 2,000 candidates. This year, that number increased to more than 8,000.
The exam results are used for admission to many universities in the field of education, including: Hanoi Pedagogical University, Hanoi Pedagogical University 2, pedagogical schools under Thai Nguyen University, Hue University, Da Nang University and Vinh University.
