Highly integrated model
The Da Nang IOC Center is an important component identified in the overall smart city architecture of Da Nang and in the ICT Reference Framework for Smart Urban Development of the Ministry of Information and Communications.
The IOC Center is deployed according to a comprehensive model, including city-level IOC, district-level operation centers (district-level OCs) and specialized operation centers (specialized OCs), meeting the requirements of decentralization and authorization in the context of building urban government in Da Nang.
IOC Da Nang plays the role of a focal point for collecting information and data from district OCs; specialized OCs and applications, systems of agencies, units, communities... to analyze and provide summary data on the city's operations so that leaders have information to direct and operate; share information with relevant agencies to serve state management; be public and transparent to people and businesses, serving the implementation of urban government.
IOC Da Nang City also helps detect and give early warning of problems and unusual events related to urban activities, notify the authorities for timely handling; support as a centralized command center of Da Nang City in handling emergency situations, natural disasters, epidemics, etc.
District OCs; Specialized OCs are monitoring and operating centers according to the geographical area of the district or according to specialized fields and specialties.
Regarding organization and operation, the establishment of IOC Da Nang is based on reorganization and inheritance of apparatus and personnel from the Da Nang Public Service Information Center.

Regarding the method of operation, IOC Da Nang (phase 1) reuses existing data for statistics, centralized analysis and provides early warnings in real time, serving the direction and administration of city leaders, departments, People's Committees of districts, communes and wards and providing information, utilities and services to people.
The IOC Center collects and uses data from three main groups: data from e-government systems and applications; data from smart urban management systems and applications; and data deployed by businesses and communities.
From these data sources, the IOC Center monitors, analyzes, gives early warnings, and provides smart urban service groups, typically: (1) Handling comments and feedback from organizations and citizens; (2) Providing public services and handling administrative procedures; (3) Information on the network environment; (4) Monitoring water and air environments; (5) Socio-economic data and indicators; (6) Ambulance and fire truck routes; (7) Wastewater collection, discharge, and treatment; (8) Rainfall, urban flooding; (9) Fishing vessel activities at sea; (10) Medical information, medical examination and treatment; (11) Analyzing data from camera and flycam systems to serve local and specialized management (finding lost people, large gatherings, rescue, etc.).

Mr. Nguyen Quang Thanh, Director of the Department of Information and Communications of Da Nang City, said that the implementation of the IOC Center is a new model, with a high level of integration and complexity; there is no precedent, no complete and comprehensive model guidance on both system architecture and operational organization for localities to refer to and apply. Therefore, to ensure the inheritance of Da Nang's existing infrastructure, data, and applications, and to ensure the investment and operational efficiency of the IOC Center, the city's approach is to pilot on a small scale, while doing, adjusting, perfecting, gradually optimizing and expanding, and complying with the architectural framework.
Up to now, Da Nang IOC Center has basically completed its functions, providing 15 smart urban services to serve leaders at all levels, people and businesses.
Human-centered
Mr. Nguyen Thanh Nam, Deputy General Director of the Military Industry - Telecommunications Group (Viettel), for this project, Viettel and the Da Nang City government agreed to implement it synchronously from the beginning with 3 factors: people, process and technology.

" The goal by 2030: "complete the construction of smart cities, synchronously connecting with smart urban networks in the country and the ASEAN region" is determined in Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo on city development to 2030 and orientation to 2045".

Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, suggested that sectors and localities focus on approaching the IOC Center in a non-perfectionist and hasty manner; work while adjusting; put it into use as soon as it is completed, optimize and expand step by step; ensure compliance with the Architectural Framework; take infrastructure and data as the foundation, and take people and businesses as the center to evaluate effectiveness.
The implementation of the IOC Center is not only the responsibility of the Department of Information and Communications, but must be determined as the responsibility of all departments, branches, and localities.

The Department of Information and Communications of Da Nang City advised the People's Committee of Da Nang City to issue regulations on management, operation and exploitation of the IOC Center, clearly defining the warning handling process, responsibilities of sectors and localities, especially the responsibility for security and providing data on the IOC Center.
The Department of Information and Communications proactively advised the People's Committee of Da Nang City to apply new technologies to continue adding functions and services to the IOC; consult experts, scientists and research models in ASEAN countries and around the world to connect, cooperate and perfect the model; coordinate with KOICA Korea to complete the Integrated Center for controlling the ability to serve green and smart urban areas...
