In 2024, the consumer market will show many positive signs, creating favorable conditions for investment and development activities. Accompanying businesses to restore operations after being affected by the COVID-19 pandemic and economic inflation, Thanh Hoa province and all levels and sectors are actively implementing the central government's fiscal and credit support policies as well as many other support mechanisms of the province to facilitate businesses to stabilize production.

Following the policy of reducing value added tax (VAT) from 10% to 8% for some groups of goods and services from 2023 and the first half of 2024, at the end of June 2024, the Government decided to continue applying the policy of reducing VAT by 2% until the end of 2024. It is known that in the first 6 months of the year, the VAT reduction policy applied in Thanh Hoa province with more than 4,300 beneficiary enterprises has reduced budget revenue by more than 1,000 billion VND.
According to Thanh Hoa Tax Department, although the budget revenue is expected to decrease, but determining this as a new driving force for consumption and export growth, while supporting businesses to reduce production cost pressure and increase profits, Thanh Hoa Tax Department has directed units to focus on propaganda to all taxpayers; promptly answer difficulties and problems in policy absorption. With more than 20,000 businesses in operation, in the last 6 months of the year, the application of the 2% VAT reduction policy is expected to continue to reduce the province's budget revenue by an additional 1,000 billion VND.
According to the Provincial Business Association, during the period of recovering "health" after the pandemic, the Government's support policies on reducing and extending taxes, fees, charges, and land rents to remove difficulties for production and business, and support businesses not only meet the expectations of the business community for the State's companionship; but also provide timely financial support, helping businesses in the province have more "resistance" to stabilize and develop production, creating more jobs for workers.
Along with the Central Government's policies, the province's own support mechanisms are also focused on implementation. Along with understanding and removing difficulties for enterprises in production activities, in 2024, the Management Board of Nghi Son Economic Zone and the province's Industrial Parks attracted Hai An Shipping Company to participate in transporting containerized goods through Nghi Son Port. The unit also coordinated with the Nghi Son Port Customs Branch to confirm and summarize the number of containers exported and imported through Nghi Son Port; supported shipping lines and enterprises to complete documents to receive financial support according to the provisions of Resolution No. 248/2022/NQ-HDND of the Provincial People's Council on promulgating policies to support international and domestic sea transport vehicles; supported enterprises transporting goods by container through Nghi Son Port, Thanh Hoa province; at the same time, provided information for new shipping lines and enterprises to study and invest in opening new container freight routes through the port. Since the beginning of the year, the unit has issued 18 decisions approving funding to support containerized cargo transportation through Nghi Son Port, with a support amount of more than 11.5 billion VND for businesses.

It is known that, in addition to directing provincial units to implement the Central Government's support mechanisms and policies to restore production, in 2024, Thanh Hoa province will continue to issue plans and decisions on supporting enterprises to concretize Resolution No. 214/2022/NQ-HDND dated April 13, 2022 of the Provincial People's Council on promulgating policies to support enterprise development in Thanh Hoa province for the period 2022-2026.
According to the Department of Planning and Investment, in 2024, Thanh Hoa province will continue to implement policies to support the use of consulting services on human resources, finance, production, sales, market, internal management and other contents related to the production and business activities of enterprises as prescribed in Clause 2, Article 13 of Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government; organize 47 training courses on business start-up knowledge, 41 training courses on business management knowledge; 13 direct training courses at small and medium enterprises in the field of production and processing. In addition, the province also supports the delivery of about 5,000 results of administrative procedures on business registration; 1,800 enterprises use digital signatures.
According to the Department of Planning and Investment, although the production and business results and tax payment targets of the business sector are still growing; however, in general, the Thanh Hoa business community still has many limitations, especially in finance and technology. Therefore, although the number of newly established enterprises is still increasing compared to the same period, the number of dissolved and temporarily suspended enterprises is also increasing. To support sustainable business operations, Thanh Hoa province is continuing to make efforts to perfect the legal framework on business investment, directing functional sectors to continue to strengthen administrative procedure reform, improve the business investment environment, effectively implement investment incentive mechanisms and policies, and support enterprises to quickly recover production capacity.
