On the morning of January 26, at the Dien Chau - Bai Vot expressway toll station, cars traveling from the South to the North were congested for 1 km in two lanes with barriers. In the North - South direction, a slight congestion also occurred in the free lane without barriers. Cars had to follow each other, moving slowly through the congested section.

The reason is that many drivers do not know that the Dien Chau - Bai Vot expressway has been collecting tolls since January 5, 2025, so they have not registered for non-stop toll collection accounts, causing local congestion for the past two days.

The leader of the road management unit said that many vehicles did not have tags or their automatic toll collection service accounts did not have enough money to deduct, so toll collectors had to come and guide drivers to register for accounts, leading to congestion.

Faced with this reality, the Vietnam Road Administration has just sent a document to the Road Management Areas, Departments of Transport, BOT project investors, Vietnam Expressway Corporation (VEC), and non-stop automatic toll collection service providers requesting to ensure traffic safety at toll stations during the Lunar New Year and Spring Festival 2025.

The Vietnam Road Administration requests the Departments of Transport to direct relevant agencies and units (for toll stations where the local authority is the competent authority), VEC, BOT project investors, and toll service providers to strengthen coordination in the process of organizing traffic at toll stations to ensure synchronization, interconnection, safety, and smoothness.

Units arrange permanent forces at toll stations to immediately handle incidents and technical errors arising during operation, minimizing system errors such as not recognizing cards, not opening barriers, vehicles going in the wrong lane.

The organization, implementation and management of road toll collection must ensure publicity, transparency, compliance with legal regulations and responsibility before the law if there is any loss, waste or inadequacy in road toll collection.

The Vietnam Road Administration also requested the Road Management Areas and the Department of Transport to proactively inspect and monitor the operation of the non-stop electronic toll collection system at toll stations, especially on expressways, arterial roads and gateway toll stations such as the expressways: Phap Van - Cau Gie - Ninh Binh, Hanoi - Hai Phong, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Dien Chau - Bai Vot...

At the same time, proactively grasp the situation, guide and support investors, BOT project enterprises, and toll service providers to promptly handle arising situations, and prevent traffic congestion at toll stations that affect social security and order.

For service providers, the Vietnam Road Administration requires VETC Automatic Toll Collection Company Limited and VDTC Digital Traffic Joint Stock Company to coordinate with VEC, investors, and BOT project enterprises to increase the on-duty force to handle incidents at toll stations; support people to stick cards, open accounts, and deposit money into accounts to pay for road use.
