Speaking at the opening of the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that the 14th session is the first thematic session of the City People's Council in 2024.
At this session, the City People's Council discussed and passed 17 resolutions. Of which, the City People's Council passed a resolution specifying the implementation of Resolution 98. Specifically, it stipulates criteria, standards, and norms for the number of cadres, civil servants, and non-professional workers in wards, communes, and towns of the City.
Regulations on titles, numbers, some regimes and policies for part-time workers at commune, ward and hamlet levels; people directly participating in activities in ward and hamlet levels and the fixed operating budget for socio-political organizations at commune level, the operating budget for ward and hamlet levels in the City.

“The adoption of these resolutions is both in accordance with regulations and creates a legal framework as a basis for communes, neighborhoods and hamlets to implement; social organizations in neighborhoods and hamlets maintain activities and build the core force of the grassroots political system in accordance with the situation and conditions of socio-economic development of the City,” Ms. Nguyen Thi Le emphasized.
The City People's Council also passed resolutions that play an important role in the socio-economic development and national defense and security of the City, such as the list of land use conversions for rice cultivation to implement projects; the list of land recovery projects for socio-economic development for national and public interests.
“This is an important issue that the public and the people of the City are interested in. The approval of the list is to ensure the provisions of the Land Law and is also a legal basis for implementing the next steps in land management. From there, we can maximize the economic value brought by land, ensure the progress of investment and implementation of projects, and meet the needs of socio-economic development in 2024 and the following years,” Ms. Le assessed.
In addition, the City People's Council also passed resolutions in the legal field; economy - budget. Thereby, speeding up the implementation of key and urgent projects; building the landscape of the central area, creating urban beauty, ensuring synchronous traffic safety; contributing to improving the implementation of digital transformation, the efficiency of traffic management and operation of the City, creating a premise for building a Smart City.
Notably, at this session, the City People's Council carried out the dismissal of City People's Council delegates, City People's Committee members and elected the Vice Chairman of the Ho Chi Minh City People's Council.
Accordingly, Mr. Huynh Thanh Nhan, Director of the Department of Home Affairs of Ho Chi Minh City, was elected as Vice Chairman of the City People's Council.
Also at the meeting, delegates of the Ho Chi Minh City People's Council elected Ms. Pham Khanh Phong Lan, Director of the City's Department of Food Safety, as a member of the Ho Chi Minh City People's Committee for the 2021-2026 term.
The delegates also voted unanimously to dismiss Ms. To Thi Bich Chau from her duties as a delegate of the 10th term Ho Chi Minh City People's Council.
Previously, Ms. To Thi Bich Chau was mobilized to join the Party Delegation of the Vietnam Fatherland Front. At the 9th conference of the Vietnam Fatherland Front Central Committee, term IX, Ms. To Thi Bich Chau was consulted to hold the position of Vice President of the Vietnam Fatherland Front Central Committee.
At the same time, the delegates dismissed Ms. Tran Hai Yen - Deputy Head of the Culture and Social Affairs Committee of the City People's Council from the position of delegate of the 10th Ho Chi Minh City People's Council. Ms. Tran Hai Yen was mobilized and appointed by the Ho Chi Minh City Party Committee to join the Executive Committee, the Standing Committee of the District Party Committee, holding the position of Permanent Deputy Secretary of the District Party Committee of District 11, term 2020 - 2025.
